    Overview:

    OSHA, Georgia Department of Transportation, Georgia Federal Highway Administration, Georgia Highway Construction Administration, Georgia Utility Contractors Association, Association of County Commissioners of Georgia, Georgia Tech Research Institute and 3M are committed to sharing their collective expertise to help foster a culture of injury and illness prevention while sharing best practices and technical knowledge, especially in the area of work zone safety and "Struck By" hazards.

    The implementation team members included representatives from OSHA, Georgia Department of Transportation, Georgia Federal Highway Administration, Georgia Highway Construction Administration, Georgia Utility Contractors Association, Association of County Commissioners of Georgia, Georgia Tech Research Institute and 3M. Implementation team meetings were conducted as scheduled on 1/16/08, 4/3/08, 5/7/08, 7/10/08 and 12/4/08.

    • The Georgia Utilities Contractor’s Association (GUCA), which is a member of the Alliance, was awarded one of three grants funded by the National Utilities Contractor’s Association (NUCA) to develop an educational training course for employers and employees, focused on the prevention of struck-by hazards and other issues impacting utility construction operations.

    Events

    • The Alliance group was provided with a copy of a detailed trend analysis for FY 2007, which address construction fatalities in Georgia.
    • The Alliance group was provided with a wide range of material developed by Project RoadSafe, which is a program under the Vermont Department of Labor.
    • Several employer and employee organization were contacted during this period in an effort to expand the level of participations.
    • The Georgia Struck-By Alliance reviewed the DVD developed by the Alabama Struck-By Alliance to promoted work zone safety awareness to traveler across the State. The DVD is utilized (on television monitors) in rest areas throughout the Alabama. The DVD includes information a work zone hazards, the Struck-by Alliance, the State’s efforts to reduce injuries and illnesses in the work zones, as well as data regarding highway accidents. A similar DVD is planned for development and implementation in Georgia.

    The Occupational Safety and Health Administration (OSHA) and the Consul General of Guatemala in Atlanta formed an Alliance to provide Guatemalan workers throughout the southeast with information, guidance, and access to training resources that will help them protect employees’ health and safety and allow them to exercise their rights fully.

    • During April 2014, the Compliance Assistance Specialist (CAS) from the OSHA Atlanta-West Area Office coordinated with local Hispanic Consulates (including the Consulate of Guatemala), as well as MUST Ministries, in preparation for the poultry outreach initiative in Gainesville, Georgia.
    • During May 2014, the CAS from the OSHA Atlanta-West Area Office visited the Mexican Consulate and the Guatemalan Consulate to further discuss the poultry outreach initiative in Gainesville. Additionally, the CAS met with representatives of the U.S. Department of Labor - Wage & Hour Division, as well as several other government agencies.
    • During this period, the CAS from the OSHA Atlanta-West Area Office distributed the following OSHA outreach material (in Spanish) to the Guatemalan Consulate:

EL SOL JUPITER’S NEIGHBORHOOD RESOURCE CENTER

The Occupational Safety and Health Administration (OSHA), Ft. Lauderdale Area Office and El Sol Jupiter's Neighborhood Resource Center continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and El Sol Jupiter's Neighborhood Resource Center hereby renew the Alliance signed February 27, 2015, with a continued emphasis on the construction industry. Specifically, OSHA and El Sol Jupiter's Neighborhood Resource Center are committed to providing construction workers with information, guidance, and access to training resources that will help them understand the rights and the responsibilities of employers and workers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, organizations will continue to address hazards in the construction industry.

This renewal agreement provides a framework and objectives for the Alliance's activities. Alliance participants can summarize specific activities and timeframes for completion in a written work plan.

Through the Alliance, the organizations will use relevant injury, illness, and hazard exposure data when appropriate to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers. In renewing this Alliance, OSHA and El Sol Jupiter's Neighborhood Resource Center Alliance participants recognize that OSHA’s State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goal related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • Convene or participate in forums, round table discussions, or stakeholder meetings on day laborers’ issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for the El Sol Jupiter's Neighborhood Resource Center regarding hazards such as falls, heat-related illness, struck-by, chemicals and electrical safety hazards and to communicate such information to constituent employers and workers.
  • To deliver or arrange for the delivery of these courses to the El Sol Jupiter's Neighborhood Resource Center. The El Sol Jupiter's Neighborhood Resource Center will ensure that workers fully support these safety training courses.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, OSHA’s and El Sol Jupiter's Neighborhood Resource Center’s Web site) to employers and day laborers.
  • Effectively support El Sol Jupiter's Neighborhood Resource Center meetings, or other events and activities.
  • To share information among OSHA and El Sol Jupiter's Neighborhood Resource Center and other industry safety and health professionals regarding best practices or effective approaches for day laborer jobs and publicize results through outreach by El Sol and OSHA. Results may include various developed materials, training programs, workshops, seminars, lectures (or any other applicable forum).
  • Work with other Alliance participants on specific issues affecting day laborers that are addressed and developed through the Alliance Program.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proven to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the OSHA Ft. Lauderdale Area Office and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for five years from the date of signing. Any signatory may terminate the agreement for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all other signatories.

THE UNITED SAFETY COUNCIL, INC.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Tampa Area Office and the United Safety Council (USC) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and the USC hereby renew the Alliance signed May 6, 2008 and renewed on February 25, 2011, July 31, 2012, as well as October 31, 2014, with a continued emphasis on reducing and preventing exposure to the hazards associated with disasters and emergency preparedness. Specifically, both organizations are committed to providing the USC members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, both organizations will continue to place additional emphasis on the development of effective safety and health tools (i.e., Safety and Health Management System, Emergency Preparedness Plan (for both natural and man-made disasters), Workplace Violence Awareness and Prevention Program, as well as First Aid, cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) Programs). Through the Alliance, the organizations will continue to place emphasis on effectively communicating these issues to hard-to-reach groups, such as non-English speaking and youth workers.

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the requirements for program participation laid out in the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

Through the Alliance, the organizations will use relevant injury, illness, and hazard exposure data when appropriate to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers. In renewing this Alliance, OSHA and the United Safety Council recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objectives:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the USC's Web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA's or the USC's educational awareness seminars, local meetings, or other events such as the annual USC Awards Meeting.
  • Convene or participate in forums, round table discussions, or stakeholder meetings on workplace violence, emergency planning, and occupational safety and health programs to help forge innovative solutions in the workplace or to provide input on safety and health issues

Training and Education

The Participants intend to work together to achieve the following objectives:

  • To develop effective training and education programs for employers and employees in general industry regarding a wide range of safety and health issues, such as safety and health management systems, emergency planning (including pandemic influenza), workplace violence, as well as first aid, cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) programs, and to communicate such information to constituent employers and workers.
  • To deliver or arrange for the delivery of certified training courses and other courses on the topics above.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Tampa Area Office and any other appropriate offices.

This agreement will remain in effect for five-years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.

    The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) and the Alabama Trucking Association Workers’ Compensation Fund (ATAWCF) Alliance formed is focused on reducing and preventing exposure to hazards on the highway, at pick-up and delivery points, as well as maintenance shops for ATAWCF members, representing 425 individually owned companies.

    • March 2015 meeting with James Cooley to review 2014 results and discuss/evaluate effectiveness of communicating our Loss Control approach to members of the ATAWCF.
    • The Alliance Coordinator, James Cooley and Don Anchors had several phone calls and emails to maintain regular contact throughout the reporting period. The ATAWCF continues to share information regarding OSHA’s regulations and reporting/recording requirements. They also developed and distributed compliance assistance materials for not only trucking exposures, but for mechanic shops, warehousing, and manufacturing facilities.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA), represented by the Atlanta Regional Office, the Georgia Tech Research Institute's Occupational Safety and Health Division (Georgia Tech), Southeast Center for Young Worker Safety and Health, and the Georgia Concerned Beauty Professionals (GACBP), and (hereafter all parties shall be referred to as the Georgia Beauty Professionals Alliance or GACBP Alliance) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces.     The Occupational Safety and Health Administration (OSHA) and the Associated Builders and Contractors, Inc., Florida Gulf Coast Chapter (ABC Florida Gulf Coast Chapter) agreed to establish an Alliance to reduce and prevent employee exposure to health and safety hazards, such as, falls, trenching and excavation, scaffolds, confined space, struck-by, chemical and electrical hazards in construction by developing and sharing information, guidance, and training resources.

    • During this period the ABC Florida Gulf Coast Chapter conducted a total of fifteen classes addressing occupational safety and health issues cover by the Alliance, such as, emergency preparedness, fall protection, trenching, scaffolding and struck by hazards.
       
    • Several trainings were conducted for individual companies covering the Focus Four hazards.
       
    • The ABC Florida Gulf Coast Chapter conducted a total of ten OSHA 10 or 30-Hour Courses during this period.
       
    • The ABC Florida Gulf Coast Chapter conducted one fall protection class in Spanish during this period.
       
    • Three hundred workers attended apprenticeship program. First level apprentice receive 10-hour OSHA card. Ages of apprentice range from 18 to 50+ years.

    • April 14, 2009 – the Alliance group conducted the first of a series of workshops for construction activities. Presentation covered a review of the benefits of safety and health management systems, focus four hazards for construction, and how to implement pre-qualification requirements for the general contractor and sub-contractor Packets containing Tool Box Reviews for Construction, Region IV’s Fall Protection Tool Box for Roofing and Carpentry, Safety and Health Management Systems Fact Sheet, Work Zone Traffic Safety Fact Sheet, National Photo Archive CD, OSHA Publication CD and various OSHA Quickcards covering safe driving practices, work zone traffic, trenching safety, personal protective equipment for construction, top for construction hazards, portable ladder safety and fall protection.
       
    • June 24, 2009, the Alliance group conducted the second part of the construction series was given. It was a two hour workshop on safety pays, insurance experience modification and risk assessments in construction. Participants were provided with sample of calculations, OSHA publication “Small Business Handbook”, National Photo Archive CD, OSHA Publication CD and various OSHA Quickcards covering trenching safety, personal protective equipment for construction, top for construction hazards, portable ladder safety and fall protection.
       
    • The ABC Florida Gulf Coast Chapter Alliance was promoted during several OSHA outreach presentations conducted throughout Central Florida.
       
    • The Alliance assisted in the distribution of safety & health outreach material such as the Region IV Photo and Struck-by CDs, Tool Box Reviews, MAD IV Roofing and Carpentry Toolbox Reviews and OSHA Quick Cards.

    Alliance Overview

    The Occupational Safety and Health Administration (OSHA) and the United Safety Council, Inc. (USC) Alliance is focused on reducing and preventing employee exposure to workplace hazards associated with disasters by developing and sharing information, guidance, and training resources on emergency preparedness and effective response.

  2. Implementation Team Meetings

    The implementation Team consists of representatives from the OSHA Area Office in Tampa, FL, and the United Safety Council, Inc. (USC). The group met on the following dates: June 4, 2010; June 24, 2010; October 25, 2010; February 3, 2011; February 25, 2011; April 18, 2011; and May 5, 2011.

    Training and Education

    Events

    • During this period, the Alliance group conducted a total of 49 classes focused on: workplace violence; emergency preparedness; cardiopulmonary resuscitation (CPR); first aid; automated external defibrillator (AED); and Safety and Health Management Systems (SHMS).
    • During this period, the Alliance group, led by the USC, conducted eight OSHA 10 and 30-hour safety and health training courses. The courses were open to members and non-members.

    Outreach and Communication

    Events

    • On June 24, 2010, the Alliance group, led by OSHA, conducted a three-hour workshop focused on the prevention of heat-related illnesses. A total of 34 workers attended the event.
    • On October 8, 2010, the Alliance group conducted a workshop focused on the “Benefits of Job Site Safety,” which was attended by eight workers.
    • On December 1, 2010, the Alliance group conducted a Lunch and Learn session, which focused on Ergonomics. The event was attended by 19 workers.
    • On February 25, 2011, the Alliance group conducted an accident investigation workshop for both members and non-members. The event was attended by 17 workers.
    • On May 5, 2011, the Alliance group conducted a Lunch and Learn session for both members and non-members focused on: hazardous waste; and emergency procedures. The event was attended by 15 workers.
    • During this period, the Alliance group distributed a wide range of OSHA outreach materials including the following: the Region IV Photo CD; the Region IV Resource CD; the Toolbox Review Pamphlet; the OSHA QuickCards.

    • On October 19, 2010, at the Safety Products, Inc. Expo in St. Petersburg, FL.
    • On January 12-14, 2011, at the National Association of Home Builders Conference in Orlando, FL.
    • On January 18, 2011, at the International Motor Coach Group Conference in Tampa, FL.
    • On January 28, 2011, at the USC Safety Awards Banquet.
    • On January 25-26, 2011, at the Tent Expo in St. Petersburg, FL.
    • On February 11, 2011, at the Technology Maintenance Council Conference in Tampa, FL.
    • On March 4, 2011, at the Central Florida Federal Safety and Health Council Kick-off meeting at Kennedy Space Center.
    • On April 12, 2011, at the National Association of Professional Employer Organizations annual conference held in Tampa, FL.
    1The United Safety Council Alliance was promoted during several OSHA outreach presentations conducted throughout Central Florida. During each presentations the benefits of working cooperatively with OSHA was shared with a national audience. Alliance members also discussed the achievements of the group, such as providing effective safety and health training to worker in all industries.

  4. Results

    The alliance has brought many community safety professionals together for open discussion on how to reduce occupational hazards, especially small businesses, that do not have the resources to employ safety and/or health professionals.
