AGREEMENT RENEWING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION

AND
THE SAFETY COUNCIL OF PALM BEACH COUNTY, INC.


The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Ft. Lauderdale and the Safety Council of Palm Beach County (SCPBC) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and the SCPBC hereby renew the Alliance signed July 28, 2004 and renewed March 10, 2011, with a continued emphasis reducing and preventing employee exposure to workplace hazards in the construction and general industries, by developing effective safety and health tools (i.e., fleet safety programs, work zone safety, as well as safety and health management systems). Both organizations are committed to providing the SCPBC members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). In renewing this Alliance, OSHA and the SCPBC recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goal related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • Convene or participate in forums, round table discussions or stakeholder meetings on fleet safety management issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for employees and employers in the construction and general industries regarding fleet safety programs, work zone safety, as well as safety and health management systems, and to communicate such information to constituent employers and workers.
     
  • To deliver or arrange for the delivery of fleet safety, work zone safety and other training courses.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the SCPBC's Web sites) to employers and workers in the industry.
     
  • To speak, exhibit, or appear at OSHA's or the SCPBC's educational awareness seminars, conferences, local meetings, and other SCPBC events.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Ft. Lauderdale Area Office and any other appropriate offices.

This agreement will remain in effect for two-years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.

      The Occupational Safety and Health Administration (OSHA) and the Consul General of El Salvador in Atlanta formed an Alliance to provide Salvadoran Nationals throughout the southeast with information, guidance, and access to training resources that will help them protect employees' health and safety and allow them to exercise their rights fully.

    The Compliance Assistance Specialist (CAS) from the OSHA Atlanta-West Area Office and a representative from the OSHA Atlanta-East Area Office met with members of the El Salvadoran Consulate staff during this period, including the following timeframes:

La Oficina Regional de Atlanta de la Administración de Seguridad y Salud Ocupacional (OSHA) del Departamento de Trabajo de los Estados Unidos de América y el Consulado General de Honduras en Atlanta, Georgia, en adelante denominados individualmente “el Participante” y conjuntamente “los Participantes”;

Reconociendo el compromiso conjunto de proteger el bienestar de los trabajadores hondureños en los Estados Unidos, reconocidos en la Carta de Arreglo entre la Administración de Seguridad y Salud Ocupacional de los Estados Unidos de América y el Ministerio de Relaciones Exteriores de Honduras, firmada en Washington, D.C., el 11 de junio de 2012; y efectivo por tres años, y la intención de continuar este compromiso conjunto en una nueva Carta de Arreglo; y

Reconociendo que el Programa de Alianza de OSHA prevé el establecimiento de relaciones de cooperación para fines tales como la capacitación y la educación, difusión y comunicación, y para promover un diálogo nacional sobre la seguridad y la salud en el trabajo;

Se proponen establecer una Alianza para lograr lo siguiente:

Objetivo General

Los Participantes desean establecer una relación de colaboración con el fin de ofrecer a los nacionales hondureños en la Región IV de OSHA información, orientación y acceso a recursos educativos y de capacitación con miras a promover los derechos de los trabajadores a la protección de su seguridad y salud, particularmente en lo referente a la prevención de la exposición a los peligros de caídas, amputaciones, riesgos de la apertura de zanjas y excavaciones, y los riesgos eléctricos, y ayudarlos a entender los derechos de los trabajadores y las responsabilidades de los empleadores al amparo de la Ley de Seguridad y Salud Ocupacional (OSH Act).

Capacitación y Educación

Los Participantes desean establecer una relación de colaboración con el fin de alcanzar las siguientes metas de entrenamiento y educación:

  • Preparar programas de entrenamiento y educación para Nacionales hondureños en la Región IV de OSHA sobre los temas de la prevención de la exposición a los riesgos de caídas, amputaciones y los de la apertura de zanjas y realización de excavaciones, además de los riesgos eléctricos.
  • Preparar programas de entrenamiento y educación para Nacionales hondureños en la Región IV de OSHA a fin de promover la comprensión de los derechos de los trabajadores y las responsabilidades de los empleadores, como usar el proceso de quejas de la OSHA.

Extensión y Comunicación

Los Participantes desean trabajar conjuntamente para lograr las siguientes metas de extensión y comunicación:

  • Dar discursos, realizar exposiciones o presentarse en las conferencias, reuniones locales u otros eventos de los Participantes, tal como la Semana de Derechos Laborales.
  • Participar en las actividades y los eventos del “Consulado Móvil”.

Promoción de un Diálogo Nacional

Los Participantes tienen la intención de trabajar conjuntamente para lograr las siguientes metas relacionadas con la promoción de un diálogo nacional sobre la seguridad y la salud en el lugar de trabajo:

  • Compartir información sobre leyes y normas aplicables de los EE.UU., incluyendo los derechos de los trabajadores y las responsabilidades de los empleadores al amparo del OSH Act.

Un grupo de implementación, integrado por representantes de cada Participante, tiene la intención de reunirse para elaborar un plan de acción, determinar los procedimientos de trabajo y establecer las funciones y responsabilidades de los Participantes. Además, los Participantes tienen el propósito de reunirse por lo menos tres veces al año con fines de seguimiento e intercambio de información sobre las actividades y los resultados en torno al logro de los objetivos de la Alianza. Nada de lo dispuesto en el presente Arreglo compromete a los Participantes a erogar recursos monetarios.

Este Arreglo se inicia una vez firmado por los dos Participantes. El presente Arreglo tiene por objeto suspender dos (2) años después de la fecha de su firma. El Participante que tenga la intención de dar por terminado el presente Arreglo procurará notificar por escrito al respecto con treinta (30) días de antelación. El presente Arreglo podrá modificarse por escrito en cualquier momento mediante el consentimiento mutuo de los Participantes.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Atlanta Regional Office, International Brotherhood of Electrical Workers (IBEW), Southeastern Line Constructors Apprenticeship and Training (SELCAT), and the Southeastern Line Constructors Chapter (SLCC)/ National Electrical Contractors Association (NECA) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and the IBEW, SELCAT and the SLCC/NECA hereby renew the Alliance signed September 26, 2003 and renewed on December 20, 2006, as well as July 21, 2011, with a continued emphasis on protecting worker's health and safety. Specifically, in reducing and preventing exposure to electrical transmission and distribution equipment hazards. OSHA and the IBEW, SELCAT and the SLCC/NECA are committed to providing IBEW, SELCAT and the SLCC/NECA members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). In renewing this Alliance, OSHA and IBEW, SELCAT and the SLCC/NECA recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goal related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on electrical injury and illnesses and common safety hazards in order to help forge innovative solutions in the workplace or to provide input on safety and health issues.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for workers in the electrical utility industry regarding hazard recognition, safety and health management systems (SHMS) and health hazards, and to communicate such information to constituent employers and workers.
  • To deliver or arrange for the delivery of courses regarding fatal accidents in the electrical utility industry, including improper Personal Protective Equipment (PPE), failure to maintain a safe distance, and failure to utilize proper equipotential grounding techniques. The Alliance participants will ensure that experienced workers, as well as, inexperienced workers, including, but not limited to apprentices lineman will receive training.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the IBEW's, SELCAT's and the SLCC/NECA's Web sites) to employers and workers in the industry.
  • To speak, exhibit, or attend the IBEW Fifth and Tenth Districts Annual Progress Meetings, Outside Apprenticeship Conference, IBEW Fifth District Construction Organizing Summit, SELCAT and SLCC/NECA Membership Meetings, local labor meetings, training sessions, or other events.
  • To share information among OSHA personnel and industry safety and health professionals regarding IBEW's, SELCAT's, and SLCC/NECA's best practices or effective approaches and publicize results through outreach by IBEW, SELCAT, and SLCC/NECA and through OSHA or IBEW, SELCAT, and SLCC/NECA developed materials, training programs, workshops, seminars and lectures (or any other applicable forum).

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the OSHA Atlanta Regional Office and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two-years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

Overview:

The Occupational Safety and Health Administration (OSHA), the Consul General of Mexico in Atlanta, and the Georgia Institute of Technology –Safety, Health, and Environmental Technology Division (Georgia Tech) formed an Alliance to provide Mexican workers throughout the southeast with information, guidance, and access to training resources that will help them protect employees’ health and safety and allow them to exercise their rights fully.

II. Implementation Team Membership and Contributors:

Representatives from OSHA communicated with Alliance members from the Mexican Consulate and Georgia Tech during the following time periods: June 29, 2011.

Events

  • On June 29, 2011, representatives from OSHA met with staff members from the Consulate General of Mexico in Atlanta, GA, as well as the Consulate General of Guatemala, in Atlanta, GA, to discuss the upcoming Labor Week.
  • During this period, the CAS from the OSHA Atlanta-West Area Office participated in a Labor Week (August 29 through September 2, 2011) event coordinated by the Consulate General of Mexico in Atlanta, GA. The event was a panel discussion focused on several topics, including safety and health issues impacting the Hispanic community.
  • During this period, NIOSH representatives from Atlanta, GA, Cincinnati, OH, and Washington, D.C, invited OSHA CAS to participate in two conference calls regarding future outreach activities planned for Texas, California and Georgia. NIOSH is currently developing occupational safety and health videos and other outreach material with the cooperation of the Mexican Consulates in Dallas, TX, Los Angeles, CA, and Atlanta, GA.

Products

  • During this period, the CAS from the OSHA Atlanta-West Area Office developed a detailed fatality report, which focused on workplace fatalities in Georgia from 2008 to 2010. A copy of the report was shared with the Consulate General of Mexico in Atlanta, GA.

      The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) and the Alabama Trucking Association Workers' Compensation Fund (ATAWCF) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. The Alliance formed is focused on reducing and preventing exposure to hazards on the highway, at pick-up and delivery points, as well as maintenance shops for ATAWCF members, representing nearly 482 (Alabama and outside of Alabama) individually owned companies engaged in operations as a Motor Carrier, For-Hire/Private Carrier, Allied, Warehousing, Beer Distributors or Household Movers.

    During this period, the Implementation Team met periodically to discuss and plan the group's activities. Meetings were scheduled to discuss/review topics such as OSHA's hazard finder website link, Differences between MSHA and OSHA (we have about 20 Fund members who fall under MSHA), OSHA's directive on recordkeeping requirements, and incentive programs.

    Additionally, the Alliance Coordinators, James Cooley, and Don Anchors, had several phone calls and emails to maintain regular contact throughout the reporting period.

AGREEMENT RENEWING AN ALLIANCE
BETWEEN

ELECTRIC COOPERATIVE OF MISSISSIPPI

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA), Jackson Area Office and the Electric Cooperatives of Mississippi (ECM) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and the EPA of MS renew the Alliance signed May 23, 2003, and renewed on June 27, 2005; June 19, 2012; July 9, 2014; and October 12, 2016, with a continued emphasis on the electrical transmission and distribution industry. Specifically, OSHA and the ECM are committed to providing ECM members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address the prevention of worker's exposure to hazards in the electric power transmission and distribution, as well as the construction industries.

This renewal agreement provides a framework and objectives for the Alliance's activities. Alliance participants may summarize specific activities and timeframes for completion in a written work plan.

Through the Alliance, the organizations will use relevant injury, illness, and hazard exposure data when appropriate to help identify areas of Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and Measure the impact of its overall effort on improving workplace safety for employers and workers. In renewing this Alliance, OSHA and the ECM recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of OSHA's National effort and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goal related to raising awareness of OSHA’s rulemaking and enforcement initiatives:

  • Convene or participate in forums, round table discussions, or stakeholder meetings regarding electric utility issues to help forge innovative solutions to safety and health issues.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs on electrical transmission and distribution equipment hazards targeted to electric utility workers employed by ECM members, and to communicate such information to constituent employers and workers.
  • To deliver or arrange for the delivery of Advance Lineman Training courses, conducted by ECM, for electric utility workers employed by ECM members.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the ECM's Web sites) to employers and workers in the electrical transmission and distribution, as well as the construction industries.
  • To speak, exhibit, or appear at EMC's Annual Safety Coordinators Conference, local meetings, or other events.
  • To share information among OSHA personnel and industry safety and health professionals regarding ECM's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Jackson Area Office and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two-years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.

    3) On February 23, 2019, construction management students from the AGC Georgia's student chapter at Kennesaw State University visited a construction site managed by Brasfield & Gorrie.

    4) On March 28, 2019, a representative from the Alliance group participated in the Annual Career Day at Redan High School in DeKalb County, Georgia.
