Alliance Overview
The Occupational Safety and Health Administration (OSHA) and the Associated Builders and Contractors, Inc., Florida Gulf Coast Chapter (ABC Florida Gulf Coast Chapter) agreed to establish an Alliance to reduce and prevent employee exposure to health and safety hazards, such as, falls, trenching and excavation, scaffolds, confined space, struck-by, chemical and electrical hazards in construction by developing and sharing information, guidance, and training resources.

June 12, 2008 – June 24, 2009
- Implementation Team Meetings
The group conducted implementation team meetings to track and share information on activities as follows:
Telephone Meeting – July 29, 2008 – discussed bringing the University of Florida’s “Worker Safety Training for Hurricane Reconstruction” as a joint presentation with the Tampa Area Safety Council Alliance.
Meeting – August 12, 2008 – met to discuss direction of alliance and participation of ABC Safety Committee and community safety professionals.
Meeting – September 9, 2008 – monthly safety committee meeting and discussed Alliance sub-committee.
Meeting – October 14, 2008 – monthly safety committee meeting and formed Alliance sub-committee.
Meeting – November 11, 2008 – monthly safety committee meeting and alliance sub-committee planned special meeting.
Meeting – November 14, 2008 – alliance sub-committee met to discuss future outreach events.
Meeting – December 9, 2008 - monthly safety committee meeting and discussed with safety committee planned events
Meeting – February 10, 2009 – monthly safety committee meeting spoke of a safety expo for 2009, planned for another sub-committee meeting.
Meeting – February 26, 2009 – sub-committee met to confirmed dates and training topics for future events.
Meeting – March 10, 2009 - monthly safety committee meeting. Gave dates of events, solicit volunteers to give presentations and discussed what would be covered in the first presentation – Focus Four.
Meeting – April 14, 2009 – monthly safety committee meeting and discuss success of training program given that morning.
Meeting – May 12, 2009 – monthly safety committee meeting and discussed content of June’s training program.
Meeting – June 24, 2009 – discussed success of recent training and compiled annual report data.

Training and Education
Events
- During this period the ABC Florida Gulf Coast Chapter conducted a total of
fifteen classes addressing occupational safety and health issues cover by the
Alliance, such as, emergency preparedness, fall protection, trenching,
scaffolding and struck by hazards.
- Several trainings were conducted for individual companies covering the
Focus Four hazards.
- The ABC Florida Gulf Coast Chapter conducted a total of ten OSHA 10 or
30-Hour Courses during this period.
- The ABC Florida Gulf Coast Chapter conducted one fall protection class in
Spanish during this period.
- Three hundred workers attended apprenticeship program. First level apprentice receive 10-hour OSHA card. Ages of apprentice range from 18 to 50+ years.

Events
- September 16, 2008 – the ABC Florida Gulf Coast Chapter hosted the
University of Florida’s “Worker Safety Training for Hurricane Reconstruction”
for a joint presentation with the Tampa Area Safety Council Alliance.
- April 14, 2009 – the Alliance group conducted the first of a series of
workshops for construction activities. Presentation covered a review of the
benefits of safety and health management systems, focus four hazards for
construction, and how to implement pre-qualification requirements for the
general contractor and sub-contractor Packets containing Tool Box Reviews for
Construction, Region IV’s Fall Protection Tool Box for Roofing and Carpentry,
Safety and Health Management Systems Fact Sheet, Work Zone Traffic Safety Fact
Sheet, National Photo Archive CD, OSHA Publication CD and various OSHA
Quickcards covering safe driving practices, work zone traffic, trenching
safety, personal protective equipment for construction, top for construction
hazards, portable ladder safety and fall protection.
- June 24, 2009, the Alliance group conducted the second part of the
construction series was given. It was a two hour workshop on safety pays,
insurance experience modification and risk assessments in construction.
Participants were provided with sample of calculations, OSHA publication
“Small Business Handbook”, National Photo Archive CD, OSHA Publication CD and
various OSHA Quickcards covering trenching safety, personal protective
equipment for construction, top for construction hazards, portable ladder
safety and fall protection.
- The ABC Florida Gulf Coast Chapter Alliance was promoted during several
OSHA outreach presentations conducted throughout Central Florida.
- The Alliance assisted in the distribution of safety & health outreach material such as the Region IV Photo and Struck-by CDs, Tool Box Reviews, MAD IV Roofing and Carpentry Toolbox Reviews and OSHA Quick Cards.

Events
- June 19-21, 2008, the Alliance and “Worker Safety Training for Hurricane
Preparation and Reconstruction” program was promoted during the statewide
Florida Roofing, Sheet Metal and Air Conditioning Conference.
- July 31-August 2, 2008, the Alliance and “Worker Safety Training for
Hurricane Preparation and Reconstruction” program was promoted during the
regional Southeast Building Conference.
- On January 27, 2009, the Alliance was promoted during the Sarasota County
Roofing Association monthly meeting where representatives from national supply
companies attended.
- February 17-19, 2009, the Alliance was promoted during the national Common
Ground Alliance Conference.
- On March 5, 2009, the Alliance was promoted during the Alliance for
Central Florida Safety “Safety Day” event in Orlando, FL.
- March 15-19, 2009, the Alliance was promoted during the International
Foundation Congress and Equipment Expo in Orlando, FL where representatives
from both national and international companies attended.
- The Alliance was promoted during all University of South Florida OSHA Training Institute construction courses conducted in the Orlando and Tampa areas.

- During this period the ABC Florida Gulf Coast Chapter conducted a total of

- Upcoming Milestones
- August 20, 2009 – Young and Hispanic Worker Safety in Construction - Three

- Continue to partner with University of South Florida OTI Ed Center.
- Continue to encourage small businesses in Central Florida to develop and
implement effective Safety and Health Management Systems (SHMS).
- Continue to promote the ABC Florida Gulf Coast Chapter Alliance in the
West Central Florida Area
- Continue and expand safety and health training for construction workers.
- Continued to work with community safety professionals to ensure the
effective delivery of safety and health outreach services to employers that
need assistance.
