    Alliance Overview:

    The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Fort Lauderdale Area Office and the Safety Alliance for Excellence (SAFE) recognize the value of establishing an Alliance to provide SAFE members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, by reducing and preventing exposures in the construction industry related to the four leading causes of fatalities; Falls, Electrical, Struck-By and Caught-In-Between and understanding the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

    The implementation team consists of representatives from the OSHA Area Office in Fort Lauderdale, FL, and the Safety Alliance for Excellence (SAFE).

    • In April the Alliance group sponsored a seminar in support of Safe Digging Month. This event featured speakers form OSHA, Florida 811 and contractors from South Florida. These speakers addressed safe digging and other hazards related to trenching and excavations.

    OSHA, Georgia Department of Transportation, Georgia Federal Highway Administration, Georgia Highway Contractors Association, Georgia Utility Contractors Association, Association of County Commissioners of Georgia, Georgia Tech Research Institute, 3M, Georgia Branch - Associated General Contractors, Lamar Outdoor Advertising, Georgia Power, Construction Education Foundation of Georgia, Pike Electric, National Safety Council - Georgia Chapter, Ansco & Associates, and the Governor's Office of Highway Safety formed an Alliance to share their collective expertise and to foster a culture of injury and illness prevention focused on the prevention of work zone and struck-by hazards.

    • During this period, the following organizations joined the Alliance group:

      • Governor's Office of Highway Safety

    • On March 5, 2013, the Georgia Struck-By Alliance was properly renewed by the group.

    • On March 21 - 22, 2013, the Alliance group supported the CEFGA CareerExpo at the Georgia International Convention Center (GICC). This event includes exhibitors, demonstrations and hands-on activities. The Expo was conducted in conjunction with the Georgia SkillsUSA competitions. The goal of this event was to raise awareness of careers in construction, engineering, architecture, transportation, and energy. The event represented a cooperative effort by private companies, trade associations, universities, and government agencies.

      • Total conference participation was 6,266, which included 4,651 students and 347 company volunteers. A total of 237 schools participated in the CareerExpo.

    • During this period, Lamar Outdoor Advertising continued to support the Alliance by posting a safety message on billboards in several cities throughout Georgia. The message promotes the state law, which bans texting and driving (message: R-U-In-text-i-Cated).

    • During this period, the Alliance group continued to support and promote the youth safety and health poster contest conducted by the Center for Young Worker Safety and Health at Georgia Tech Research Institute.

  5. Upcoming Milestones in FY 2012 - 2013:
    • Continue to expand the group's membership.

    • Continue to raise awareness throughout the state regarding the hazards of distracted driving.

    • Support the Construction Education Foundation of Georgia (CEFGA) CareerExpo, scheduled for March 13 - 14, 2014, with the goal of providing a vehicle simulator for the event to demonstrates the hazards of texting and driving to youth.

    • Lamar is developing the drawings for a youth coloring book, which is focused on work zone safety. These drawing will highlight struck-by safety issues, such as distracted drivers, seatbelt usage and the Georgia Move-Over Law.

    • Continue to support and promote the youth safety and health poster contest conducted by the Center for Young Worker Safety and Health at Georgia Tech Research Institute.

The Association of County Commissioners of Georgia therefore agrees to join the Georgia Struck by Alliance to use their collective expertise to help protect employees' health and safety, particularly in the reduction and prevention of struck by and work zone hazards. The Association of County Commissioners of Georgia agrees to all of the provisions of the original Alliance signed on December 5, 2006, and the renewal signed on March 5, 2013. In amending this agreement all participants recognize that OSHA's State Plan and Consultation project partners are an integral part of the OSHA national effort.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Atlanta-East, Atlanta-West and Savannah, GA, Area Offices and the Atlanta Regional Office and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

The Occupational Safety and Health Administration (OSHA) and the Safety Council of Palm Beach County (SCPBC) hereby renew the Alliance agreement signed July 28, 2004. OSHA, GCMSA, and the Safety Council of Palm Beach County continue to recognize the value of collaborative efforts to achieve workplace safety. OSHA and the Safety Council of Palm Beach County remain committed to cooperative and proactive efforts to advance workplace safety and health. In renewing this Alliance, OSHA and the Safety Council of Palm Beach County recognize that OSHA’s State Plan and Onsite Consultation Project partners are an integral part of the OSHA national effort.

OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of OSHA and the Safety Council of Palm Beach County will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants.     Overview

    The Occupational Safety and Health Administration (OSHA), the Consul General of El Salvador in Atlanta formed an Alliance to provide El Salvadoran workers throughout the southeast with information, guidance, and access to training resources that will help them protect employees’ health and safety and allow them to exercise their rights fully.

    • On January 16, 2015, the compliance assistance specialist (CAS) from the OSHA Atlanta-West Area Office supported an outreach event conducted by the Consulate General of El Salvador in Atlanta, GA. The CAS also explained worker’s safety and health rights in the United States. Approximately 200 member of the El Salvadoran community living in metro Atlanta, GA, were in attendance at the event. The following OSHA outreach material, printed in Spanish, was distributed to participants:

    • On April 1, 2015, the CAS from the OSHA Atlanta-West Area Office coordinated with the Consulate General of El Salvador in Atlanta, GA, regarding the renewal of the Alliance.
    • During this period, the CAS from the OSHA Atlanta-West Area Office effectively promoted OSHA’s outreach to the Hispanic community through the following media outlets:

OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
ATLANTA REGIONAL OFFICE
AND
THE CONSULATE GENERAL OF GUATEMALA IN ATLANTA, GEORGIA

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Atlanta Regional Office and the Consulate General of Guatemala in Atlanta, Georgia, hereinafter referred to collectively as “the Participants”;

Recognizing the joint commitment to protect the well-being of Guatemalan workers in the United States acknowledged in the Letter of Arrangement between the Occupational Safety and Health Administration of the United States of America and the Ministry of Foreign Affairs of Guatemala, signed at Washington, D.C., on June 16, 2011; and

Recognizing that OSHA’s Alliance Program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health;

Intend to form an Alliance to achieve the following:

Overall Objective

The Participants intend to establish a collaborative relationship to provide Guatemalan Nationals in Georgia, North Carolina, Tennessee, and South Carolina, information, guidance, and access to education and training resources to promote workers’ rights in protecting their occupational safety and health, particularly with regard to preventing exposure to fall, amputation, trenching, excavation and electrical hazards, and to help them understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop training and education programs for Guatemalan Nationals in Georgia, North Carolina, Tennessee, and South Carolina regarding fall, amputation, trenching, excavation and electrical hazards, and to communicate such information to constituent workers and employers.
  • To develop training and education programs for Guatemalan Nationals in Georgia, North Carolina, Tennessee, and South Carolina to promote understanding of workers’ rights and responsibilities of employers, including the use of the OSHA complaint process.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To speak, exhibit, or appear at OSHA’s or the Consulate General of Guatemala in Atlanta’s conferences, local meetings, or other events, such as Labor Week.
  • To participate in “Mobile Consulate” activities and events.

Promotion of a National Dialogue

The Participants intend to work together to achieve the following goal related to promoting a national dialogue on workplace safety and health:

  • To share information on applicable laws and standards, including those relating to workers’ rights and responsibilities of employers under the OSH Act.

An implementation team made up of representatives of each Participant intends to meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the Participants. In addition, the Participants intend to meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

Nothing in this Arrangement commits the Participants to the expenditure of any funds.

This Arrangement may commence upon signature by both Participants. This Arrangement is intended to discontinue two (2) years from the date of signing. A Participant should endeavor to provide 30 days advance written notice of its intent to discontinue its participation in this Arrangement. This Arrangement may be modified in writing at any time by mutual consent of the Participants.

      The Occupational Safety and Health Administration (OSHA) and the United Safety Council, Inc. (USC) agreed to establish an Alliance to reduce and prevent employee exposure to workplace hazards associated with disasters by developing and sharing information, guidance, and training resources on emergency preparedness and effective response.

    Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives: The Participants intend to work together to achieve the following goal related to raising awareness of OSHA's rulemaking and enforcement initiatives:
    • Convene or participate in forums, round table discussions, or stakeholder meetings on workplace violence, emergency planning, and occupational safety and health programs to help forge innovative solutions in the workplace or to provide input on safety and health issues.

    • To develop effective training and education programs for workers in the electrical utility industry regarding hazard recognition, safety and health management systems (SHMS) and health hazards, and to communicate such information to constituent employers and workers.
    • To deliver or arrange for the delivery of courses regarding fatal accidents in the electrical utility industry, including improper Personal Protective Equipment (PPE), failure to maintain a safe distance, and failure to utilize proper equipotential grounding techniques. The Alliance participants will ensure that experienced workers, as well as, inexperienced workers, including, but not limited to apprentices lineman will receive training.

  5. Upcoming Milestones in FY 2018 - FY 2019

    • The Alliance group will continue to promote an effectively safety culture to employers in the electrical, transmission and distribution (ET&D) industry.
    • Continue to encourage Alliance participants to support OSHA safety and health campaigns including the following: National Fall Prevention; Heat Illness Prevention, as well as Safe & Sound Campaign.
    • Continue to encourage interested State Plan Programs to support and participate in the Alliance.
