The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA), Area Offices in Georgia, the Georgia Department of Transportation (GDOT), the Georgia Division-Federal Highway Administration (Georgia FHWA), the Georgia Highway Contractors Association (GHCA), the Georgia Utility Contractors Association (GUCA), the Georgia Tech Research Institute's Occupational Safety and Health Division (GTRI), 3M Corporation (3M), the Georgia Branch, Associated General Contractors of America, Inc.(Georgia Branch, AGC), Lamar Outdoor Advertising (Lamar), Georgia Power, the Construction Education Foundation of Georgia (CEFGA), Pike Electric, LLC., the National Safety Council, Georgia Chapter (NSC), Ansco & Associates, LLC, and the Governor's Office of Highway Safety (hereafter referred to as the Georgia Struck by Alliance) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and the Georgia Struck by Alliance hereby renew the Alliance signed on December 5, 2006, with a continued emphasis on protecting workers from struck by and work zone hazards. Specifically, these organizations remain committed to providing employers and employees in the construction industry with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). In renewing this Alliance, OSHA and members of the Georgia Struck by Alliance recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goal related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • Convene or participate in forums, roundtable discussions, or stakeholder meetings addressing successes resulting from this Alliance to help forge innovative solutions in the workplace or to ensure information is effectively disseminated.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for employers and employees regarding struck-by hazards and other work zone issues, and to provide expertise in communicating such information to employers and employees in the construction industry.
     
  • Deliver or arrange for the delivery of work zone safety and struck by training courses.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and the Georgia Struck by Alliance member's Web sites) to employers and employees in the construction industry.
     
  • Speak, exhibit, or appear at Georgia Struck by Alliance member's conferences, local meetings, or other events.
     
  • To share information among OSHA personnel and industry safety and health professionals regarding Georgia Struck by Alliance member's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the OSHA Area Offices in Georgia and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

    The Occupational Safety and Health Administration (OSHA) Area Office in Raleigh, North Carolina (Raleigh Area Office), the Department of the Navy – Fleet Readiness Center East (FRCE), the International Association of Machinist and Aerospace Workers (IAMAW), the American Federation of Government Employees (AFGE), and the National Association of Aeronautical Examiners (NAAE) unions formed an Alliance to provide union members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing exposure to prevalent aircraft maintenance hazards and heat illnesses, as well as hazards unique to the Navy aircraft maintenance environment.

AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR

AND
THE UNITED SAFETY COUNCIL, INC.


The Occupational Safety and Health Administration (OSHA) and The United Safety Council (USC) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and the USC hereby form an Alliance to provide the USC members and others with information, guidance, and access to training resources that will help protect employees' health and safety particularly in reducing and preventing exposure to the hazards associated with disasters and emergency preparedness. OSHA and USC will work together to develop effective safety and health tools (i.e., Safety and Health Management System, Emergency Preparedness Plan (for both natural and man-made disasters), Workplace Violence Awareness and Prevention Program, as well as First Aid, cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) Programs). In addition an emphasis will be placed on effectively communicating these issues to hard-to-reach groups, such as non-English speaking and young workers. In developing this Alliance, OSHA and TASC recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

OSHA and USC will work together to achieve the following training and education goals:

  • Work with OSHA to provide expertise to develop training and education programs addressing a wide range of safety and health issues, such as safety and health management systems, emergency planning (including pandemic influenza), workplace violence, as well as first aid, cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) programs and to provide expertise in communicating such information to employers and employees in the industries.
     
  • USC will deliver or arrange for the delivery of certified training courses and other courses on the topics above.
     
  • Work with OSHA to provide expertise to develop workplace safety and health curricula on the topics listed above for hard-to-reach groups, such as, non-English speaking workers and young workers.

OSHA and USC will also work together to achieve the following outreach and communication goals:

  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and the USC's Web sites) to employers and employees in the industries.
     
  • Speak, exhibit, or appear at OSHA's or USC's events such as educational awareness seminars, local meetings, or other events such as the annual USC Awards Meeting.



  •  
  • Share information among OSHA personnel and industry safety and health professionals regarding USC best practices or effective approaches and publicize results through outreach by the USC and through OSHA- or USC-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).
     
  • Promote and encourage USC members or worksites to participate in OSHA's cooperative programs such as the compliance assistance, the Voluntary Protection Programs, Consultation and its Safety and Health Achievement Recognition Program.

OSHA and USC will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:

  • Raise the awareness of other industry groups and the public with respect to workplace safety and health, and demonstrate the industry's commitment to the issues identified in this Alliance Agreement when USC leaders address outside groups, educational conferences and member meetings.
     
  • Convene or participate in forums, round table discussions, or stakeholder meetings on workplace violence, emergency planning, and occupational safety and health programs to help forge innovative solutions in the workplace or to provide input on safety and health issues.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years from the date of signing. Any signatory may terminate the agreement for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.

    Alliance Overview

    The Occupational Safety and Health Administration (OSHA) and the Associated Builders and Contractors, Inc., Florida Gulf Coast Chapter (ABC Florida Gulf Coast Chapter) Alliance is focused on preventing employee exposure to health and safety hazards, such as, falls, trenching and excavation, scaffolds, confined space, struck-by, chemical and electrical hazards in the construction industry.

    • During this period, the ABC Florida Gulf Coast Chapter conducted a total of 26 classes addressing occupational safety and health issues covered by the Alliance, such as, safety and health management systems, fall protection, trenching, scaffolding, rigging and signaling, cranes, emergency response and struck-by hazards. Three of these safety classes were conducted in Spanish.
    • During this period the group conducted a total of six OSHA 10 or 30-Hour Safety and Health training Courses. Two of the courses were conducted in Spanish.

    Events

    • On June 18, 2010, the Alliance group conducted a presentation on “How to Effectively Work with Non-English Speaking Personnel.” Packets distributed to participants contained Tool Box Reviews for Construction (both English and Spanish), Spanish OSHA Poster, Spanish Quickcards and other publications. The presentation was provided to members and non-members and 23 workers participated in the event.
    • On January 28, 2011, the Alliance group conducted a presentation on the new OSHA Crane Standard. Copies of the Tool Box Reviews for Construction, Crane Quickcard, and Rigging CD were provided. The presentation was provided to members and non-members and 22 workers participated in the event.
    • On February 8, 2011, the ABC hosted Georgia Tech at Hillsborough Community College for an eight-hour safety and health training course, which was focused on the hazards associated with an electrical Arc-flash. Participates were provided with a course book that contained many resource publications. The course was provided to members and non-members for free and a total of 85 workers attended the event.
    • On April 5, 2011, the ABC conducted a presentation on Behavioral Based Safety Training. The presentation was provided to members and non-members and a total of four workers attended the event.
    • On May 13, 2011, an OSHA Update presentation was conducted for the Alliance group. Copies of the Tool Box Reviews for Construction, various Quickcards, and other publications were distributed. The presentation was provided to members and non-members for free and the event was attended by 13 workers.
    • On May 31, 2011, a member of the ABC Safety Committee gave a presentation on “Good to Great” Safety Programs. The presentation was provided to members and non-members and 25 workers attended the event.
    • During this period, the Alliance group also assisted in the distribution of safety & health outreach material such as the Region IV Photo and Struck-by CDs, Tool Box Reviews, OSHA Quick Cards, Region IV Newsletter, safety products, as well as equipment recalls and other information.

    • On August 24, 2010, the Alliance was promoted at the Florida Parks and Recreation Conference in Orlando, FL.
    • On September 11, 2010, the Alliance was promoted during the DOL Employment Compliant Forum held in Orlando, FL.
    • October 31 - November 2, 2010, the Alliance was promoted during the Hispanic College and University Association National Conference held in Orlando, FL.
    • On January 28, 2011, the Alliance was promoted during the KPA National Conference for Safety Engineers held in Orlando, FL.

  6. Upcoming Milestones for FY 2012
    • On December 2, 2011, provide presentation on topic chosen by the ABC Safety Committee.
    • Continue to promote the development of Heat Injury Prevention Programs.
    • Continue to encourage small businesses in Central Florida to develop and implement effective Safety and Health Management Systems (SHMS).
    • Continue to promote the ABC Florida Gulf Coast Chapter Alliance in the West Central Florida Area.
    • Continue and expand safety and health training for construction workers especially for the Latino and young worker.
    • Continued to work with community safety professionals to ensure the effective delivery of safety and health outreach services to employers that need assistance.

    Overview:

    OSHA, GLS-AIHA, GA-ASSE, CEFGA, GA DOE and Georgia Tech hereby form an Alliance to provide career/technical education teachers, students and others with information, guidance and access to training resources that will help protect career/technical education students' health and safety in the construction and general industries.

  2. Implementation Team Memberships and Contributors:

    The implementation team members included representatives from OSHA, GLS-AIHA, GA-ASSE, CEFGA, GA DOE and Georgia Tech. Implementation team meetings were conducted as scheduled on 7/13/07, 9/6/07, 11/14/07, 1/7/08 and 2/14/08.

    The Implementation Team Contributors included representatives from the US DOL - Wage and Hour Division (WHD) and the National Center for Construction Education and Research (NCCER).

    • OSHA 10-hour training was provided to Construction Career Technology students at Maxwell High School, August 15 -21, 2007.
    • OSHA 10-hour training was provided to Construction Career Technology students at Adairsville High School, September 17 - 18, 2007.
    • OSHA 10-hour training was provided to students in the Fulton County - YouthBuild Program, September 27, 28 and October 18, 2007.
    • OSHA 10-hour training was provided to Construction Career Technology students in Cass High School, November 15 -16, 2007.
    • OSHA 10-hour General Industry safety and health training was provided the member of the Kell High School, FIRST Robotics Team, December 1 and 8, 2007.
    • OSHA 10-hour training was provided to Construction Career Technology students at Dekalb North - High School of Technology in January 2008.
    • OSHA 10-hour training was provided to students in the Fulton County - YouthBuild Program, May 5 and 7, 2008.

    • On July 18, 2007, members of the Georgia Youth Alliance participated in the Georgia Association for Career Technical Educators (GACTE) Conference in Marietta, GA.
    • January 26, 2008, members of the Georgia Youth Alliance participated in the Trade and Industrial Educators of Georgia (TIEGA) Conference in Newnan, GA.
    • April 24 - 25, 2008, the group participated in the Construction CareerExpo at the Gwinnett County Fairgrounds. This event includes exhibitors, demonstrations and hands-on activities. The Expo is also conducted in conjunction with the Skills USA competitions. A booth was staffed at the event with representatives from OSHA, Georgia Tech Onsite Consultation Program and the US DOL - WHD.
      • Total conference participants 4,193 including 515 company volunteers, 180 student competitors, as well as 3,498 students, teaches and counselors.
      • The event was not limited to students interested in careers in construction, since CEFGA provided free shuttle service between the SkillsUSA hotel site and the Construction CareerExpo
      • The event was supported by 92 schools and 150 companies.
    • On May 20, 2008, a member of the Georgia Youth Alliance group conducted a presentation on OSHA's Youth Initiatives for the US DOL - ETA, and several of its YouthBuild grantees in Region IV.
    • Members of the Georgia Youth Alliance participated the following career day events throughout the State:
      • Fain Elementary School on January 16, 2008
      • Grayson High School on February 13, 2008
      • Bethune Elementary School on February 26, 2008
      • Browns Mill Elementary School on March 27, 2008
      • SW Dekalb High School on April 24, 2008

    Products

    • Georgia Youth Alliance members distributed the Drug-free Workplace posters and stickers developed by the National Drug-Free Workplace Alliance
    • An OSHA Success Story was developed regarding the Georgia Youth Alliance and posted on the OSHA Alliance Web Page
    • The group developed an outreach brochure for youth interested in working in the construction industry, "Child Labor Law Exemptions for Student Learners and Apprentices." The brochure was distributed to school systems throughout the State by the CEFGA.

    Promoting the National Dialogue on Workplace Safety and Health

    • The Alliance was promoted at the Workforce Development Taskforce meeting. These meetings address the needs for vocational instruction and training. These meetings were conducted at the following locations throughout Georgia:

    Overview:

    The Occupational Safety and Health Administration (OSHA), the Consul General of Mexico in Atlanta, and the Georgia Institute of Technology –Safety, Health, and Environmental Technology Division (Georgia Tech) OSHA formed an Alliance to provide Mexican workers throughout the southeast with information, guidance, and access to training resources that will help them protect employees’ health and safety and allow them to exercise their rights fully.

    Representatives from OSHA, the Mexican Consulate and Georgia Tech conducted all required quarterly meeting on the following dates:

    • On January 23, 2008, the Legal Protection Staff was provided safety and health complaint screening training. Several copies of the safety and health pamphlets developed by the Mexican Embassy and OSHA were distributed at this event.

    • The Atlanta-West CAS conducted a speech at the 2008 AGC Safety Conference, "Leading today's multi-cultural construction industry," on March 28, 2008. The Area Office had an exhibit booth and distributed safety and health outreach material (including the brochures from OSHA and the Mexican Embassy).
       
    • During September – October 2008, the Atlanta-West CAS participated at a local Spanish radio show to promote the upcoming Binational Health Week – Health Fair conducted by the Mexican Consulate.
      • In October 2008, the Atlanta-West CAS supported the Mexican Consul Binational Health Week – Health Fair.
       
    • On October 23, 2008, the Mobile CAS met with a representative from the Consulate General of Mexico (Atlanta, GA) in Dothan, Alabama. They discussed several workplace safety and health issues, including the Safe Day for Small Business conducted by the Wiregrass Alliance. This is an opportunity for Hispanic workers to receive free safety and health training.
       
    • On July 8, 2008, a representative from the OSHA Regional Office met with the new Consul General, Mr. Salvador De Lara and discussed the OSHA Alliance.

    • Copies of the bilingual DVD "Building a Safer Workplace for ALL: Safety Resources for the Construction Industry", were distributed to the Mexican Consulate, as well as other Hispanic safety and health outreach material developed in Region IV. The DVD is was also posted at the following websites: www.eclmgz.com and www.consultationconnection.com. The sponsors of the DVD are: OSHA Atlanta-West Area Office, El Constructor Latino Magazine, the Atlanta Electrical Contractors Association and Timberland PRO.

    • Develop ways of communicating such information (e.g. print, such as the Mexican Consulate newsletter and electronic media, such as the OSHA Region IV e-newsletter, as well as electronic assistance tools and OSHA’s, the Mexican Consulate’s and Georgia Tech’s Web sites) to Mexican employers and employees.
       
    • OSHA will continue to support the Mexican Consul Binational Health Week – Health Fair.
