    Overview:

    The Occupational Safety and Health Administration (OSHA), the Consul General of Mexico in Atlanta, and the Georgia Institute of Technology –Safety, Health, and Environmental Technology Division (Georgia Tech) formed an Alliance to provide Mexican workers throughout the southeast with information, guidance, and access to training resources that will help them protect employees' health and safety and allow them to exercise their rights fully.

    Representatives from OSHA communicated with Alliance members from the Mexican Consulate and Georgia Tech during the following time periods: June 4, 2012; August 27, 2012; and August 31, 2012.

    • During this period, the compliance assistance specialist (CAS) and a compliance safety and health officer (CSHO) from the OSHA Atlanta-West Area Office supported the Occupational health Week conducted by the Consulate General of Mexico in Atlanta, GA. These presentations were conducted on the following dates:
       
      • On Monday, June 4, 2012, with 125 participants
      • On Tuesday, June 5, 2012, with 80 participants
      • On Wednesday, June 6, 2012, with 120 participants
      • On Thursday, June 7, 2012, with 110 participants
      • On Friday, June 8, 2012, with 125 participants
    • On June 5, 2012, the compliance assistance specialist (CAS) from the OSHA Atlanta-West Area Office conducted a safety and health presentation during a Mobile Consulate event in Dalton, GA, in support of the Consulate General of Mexico in Atlanta, GA. During the event a wide range of OSHA publications were distributed to attendees in Spanish, including the following:
       
      • Heat Illness Prevention Campaign posters and factsheets
      • OSHA Quickcards (confined spaces and amputations)
      • OSHA Workers' Rights (booklet and bookmarks)
      • Fall prevention Campaign (posters and factsheets)
    • During this period, the compliance assistance specialist (CAS) from the OSHA Atlanta-West Area Office conducted a safety and health presentation during a Labor Week event in support of the Consulate General of Mexico in Atlanta, GA. These presentations were conducted on the following dates:

    • During this period, the OSHA Atlanta Regional Office coordinated with the Tennessee Occupational Safety and Health (TOSHA) Program to promote outreach event in Tennessee, which were planned by the Consulate General of Mexico in Atlanta, GA.

To that end, OSHA and the Georgia Struck by Alliance hereby renew the Alliance signed on December 5, 2006 and renewed March 5, 2013, with a continued emphasis on protecting workers from struck by and work zone hazards. Specifically, these organizations remain committed to providing employers and employees in the construction industry with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). In renewing this Alliance, OSHA and members of the Georgia Struck by Alliance recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goal related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • Convene or participate in forums, roundtable discussions, or stakeholder meetings addressing successes resulting from this Alliance to help forge innovative solutions in the workplace or to ensure information is effectively disseminated.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for employers and employees regarding struck-by hazards and other work zone issues, and to provide expertise in communicating such information to employers and employees in the construction industry.
  • Deliver or arrange for the delivery of work zone safety and struck by training courses.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and the Georgia Struck by Alliance member's Web sites) to employers and employees in the construction industry.
  • Speak, exhibit, or appear at Georgia Struck by Alliance member's conferences, local meetings, or other events.
  • To share information among OSHA personnel and industry safety and health professionals regarding Georgia Struck by Alliance member's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the OSHA Area Offices in Georgia and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

      The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA), represented by the Atlanta Regional, Atlanta-East, Atlanta-West and Savannah, GA, Area Offices, the Georgia Tech Research Institute’s Occupational Safety and Health Division (GTRI), Southeast Center for Young Worker Safety and Health, and The Concerned Beauty Professionals (The CBP), and (hereafter all parties shall be referred to as The CBP Alliance) formed an Alliance to provide The CBP members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing exposure to products that contain hazardous chemicals. Emphasis will also be placed on effectively communicating these issues to hard-to-reach groups, such as youth and Vietnamese workers.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Atlanta East, Atlanta West and Savannah, Georgia, Area Offices, the Georgia Tech Enterprise Innovation Institute – Safety, Health and Environment Services Group (Georgia Tech), and the Georgia Department of Public Health, Division of Health Protection, Epidemiology Office (DPH) (hereafter the parties shall be referred to as the Georgia Adult Blood Lead Reduction Alliance or the Alliance) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and the Georgia Adult Blood Lead Reduction Alliance hereby form an Alliance to provide members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing exposure to lead hazards in both general and construction industries. Emphasis will be placed on effectively communicating these issues to hard-to-reach workers. The Alliance will also enhance the understanding of workers' rights and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants may summarize specific activities and timeframes for completion in a written work plan.

Through the Alliance, the organizations will use relevant injury, illness, and hazard exposure data when appropriate to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers. In developing this Alliance, OSHA and the other Georgia Adult Blood Lead Reduction Alliance members recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort to reduce lead hazards, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Training and Education

The Alliance Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for both general and construction industries regarding workers exposure to lead in the workplace, and communicate such information to constituent employers and workers.
  • To deliver or arrange for the delivery of lead exposure prevention training courses.

Outreach and Communication

The Alliance Participants intend to work together to achieve the following outreach and communication goal:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic assistance tools, and OSHA's, Georgia Tech's and DPH's web sites) to employers and workers in both general and construction industries.
  • To speak, exhibit, and/or appear at OSHA's, Georgia Tech's or DPH's conferences, local meetings, or other lead prevention events.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not nor does it intend to endorse or promote any of that party's products or services.

An implementation team made up of representatives of each Alliance Participant's organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the OSHA's local and regional offices that are a signatory to the Alliance agreement and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for a period not to exceed two years. Any party may terminate it for any reason at any time, provided they give 30-day written notice. This agreement may be modified at any time with the written concurrence of all signatories.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Fort Lauderdale and Tampa Area Offices and the Consulate General of Mexico in Miami, hereinafter referred to collectively as "the Participants";

RECOGNIZING the joint commitment to protect workers' rights for Mexican workers in the United States acknowledged in the Letter of Arrangement between the Occupational Safety and Health Administration of the United States of America and the Ministry of Foreign Affairs of the United Mexican States, signed at Washington, D.C., on June 1, 2010; and

RECOGNIZING that OSHA's Alliance Program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health;

Intend to form an Alliance to achieve the following:

Overall Objective

The Participants intend to establish a collaborative relationship to provide Mexican Nationals in the Broward, Charlotte, Collier, Glades, Hendry, Indian River, Lee, Martin, Miami-Dade, Monroe, Okeechobee, Palm Beach, and St. Lucie counties and others information, guidance, and access to education and training resources to promote workers' rights in protecting their occupational safety and health, and to help them understand U.S. domestic law on the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

The Participants intend to work together to achieve the following training and education goals:

  • To develop training and education programs for Mexican workers and Mexican employers in the Broward, Charlotte, Collier, Glades, Hendry, Indian River, Lee, Martin, Miami-Dade, Monroe, Okeechobee, Palm Beach, and St. Lucie counties regarding workplace safety and health.
  • To develop training and education programs for Mexican workers and Mexican employers in the Broward, Charlotte, Collier, Glades, Hendry, Indian River, Lee, Martin, Miami-Dade, Monroe, Okeechobee, Palm Beach, and St. Lucie counties to promote understanding of workers' rights and responsibilities of employers under the OSH Act, including the use of the OSHA complaint process.

  • To raise awareness of and demonstrate commitment to workplace safety and health and workers' rights under the OSH Act whenever leaders from the Participants address groups.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on issues affecting Mexican Nationals working in the Broward, Charlotte, Collier, Glades, Hendry, Indian River, Lee, Martin, Miami-Dade, Monroe, Okeechobee, Palm Beach, and St. Lucie counties to help forge innovative solutions on issues concerning workplace safety and health and understanding of workers' rights and responsibilities of employers under the OSH Act.

An implementation team made up of representatives of each Participant intends to meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the Participants. A Participant should endeavor to provide thirty (30) days advanced written notice of its intent to discontinue the Arrangement. This Arrangement may be modified in writing at any time by mutual consent of the Participants.

EL CONSULADO DE MÉXICO EN ATLANTA, GEORGIA

La Oficina Regional de Atlanta de la Administración de Seguridad y Salud Ocupacional (OSHA) del Departamento de Trabajo de los Estados Unidos de América y el Consulado General de México en Atlanta, Georgia (el Consulado), en adelante denominados conjuntamente "los Participantes";

RECONOCIENDO el compromiso conjunto de proteger los derechos de los trabajadores mexicanos en los Estados Unidos, reconocidos en la Carta de Arreglo entre la Administración de Seguridad y Salud Ocupacional del Departamento de Trabajo de los Estados Unidos de América y la Secretaría de Relaciones Exteriores de los Estados Unidos Mexicanos relativa a las Protecciones de Seguridad y Salud en el Lugar de Trabajo Aplicables a los Trabajadores Mexicanos en los Estados Unidos, firmada en Washington, D.C., el 6 de Noviembre de 2014; y

RECONOCIENDO que el Programa de Alianza de la OSHA prevé el establecimiento de relaciones de cooperación para fines tales como la capacitación y la educación, difusión y comunicación, y para promover un diálogo nacional sobre la seguridad y la salud en el trabajo;

Se proponen establecer una Alianza para lograr lo siguiente:

Objetivo General

Los Participantes tienen la intención de establecer una relación de colaboración para proveer a los nacionales mexicanos y a otros en Alabama y Georgia, información, orientación y acceso a recursos de capacitación y educación para promover los derechos de los trabajadores a la protección de su seguridad y salud ocupacionales, y para ayudarlos a entender la ley nacional de los Estados Unidos de América sobre los derechos de los trabajadores y las responsabilidades de los empleadores al amparo de la Ley de Seguridad y Salud Ocupacionales (OSH Act).

Capacitación y Educación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de capacitación y educación:

  • Elaborar programas de capacitación y educación para los empleadores y los trabajadores mexicanos en Alabama y Georgia sobre la seguridad y la salud en el lugar de trabajo.
  • Elaborar programas de capacitación y educación para los empleadores y los trabajadores mexicanos en Alabama y Georgia a fin de promover el entendimiento de los derechos de los trabajadores y las responsabilidades de los empleadores al amparo del OSH Act, incluyendo el uso del procedimiento de quejas de OSHA.
Difusión y Comunicación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de difusión y comunicación:

  • Elaborar información sobre el reconocimiento y la prevención de riesgos en el lugar de trabajo, y formular mecanismos para comunicar dicha información (por ejemplo, por medios impresos y electrónicos, herramientas de asistencia electrónica y enlaces al sitio Web de la OSHA desde el sitio Web del Consulado, a los nacionales mexicanos que trabajan en Alabama y Georgia y a sus empleadores.
  • Dar discursos, realizar exposiciones o presentarse en las conferencias, reuniones locales u otros eventos de los Participantes.
  • Participar en las actividades y los eventos del "Consulado Móvil".
Promoción de un Diálogo Nacional

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos relacionados con la promoción de un diálogo conjunto sobre la seguridad y la salud en el lugar de trabajo:

  • Dar a conocer y demostrar el compromiso con la seguridad y la salud en el lugar de trabajo y los derechos de los trabajadores siempre que los funcionarios principales de los Participantes se dirijan al público.
  • Convocar o participar en foros, debates en mesas redondas o reuniones de interesados principales sobre cuestiones que afectan a los nacionales mexicanos que trabajan en Alabama y Georgia para ayudar a forjar soluciones innovadoras sobre cuestiones relativas a la seguridad y la salud en el lugar de trabajo, y el entendimiento de los derechos de los trabajadores y las responsabilidades de los empleadores al amparo del OSH Act

Un grupo de implementación, integrado por representantes de cada Participante, tiene la intención de reunirse para elaborar un plan de acción, determinar los procedimientos de trabajo y establecer las funciones y responsabilidades de los Participantes. Además, los Participantes tienen el propósito de reunirse por lo menos tres veces al año con fines de seguimiento e intercambio de información sobre las actividades y los resultados en torno al logro de los objetivos de la Alianza.

Nada de lo dispuesto en el presente Arreglo compromete a los Participantes a erogar recursos.

Este Arreglo puede iniciarse una vez firmado por los dos Participantes. El presente Arreglo puede durar dos (2) años a partir de la fecha de su firma. El Participante que tenga la intención de dar por terminado el presente Arreglo procurará notificar por escrito al respecto con treinta (30) días de antelación. El presente Arreglo podrá modificarse por escrito en cualquier momento mediante el consentimiento mutuo de los Participantes.

The 3M Corporation (hereinafter referred to as 3M) joins OSHA, ARBA, AlabamaAGC, Safe State and ALDOT in recognizing the value of establishing a collaborative relationship to foster safer construction work sites in the state of Alabama. 3M therefore agrees to join the OSHA, ARBA, AlabamaAGC, Safe State and ALDOT Alliance to use their collective expertise to help foster a culture of injury and illness prevention while sharing best practices and technical knowledge, especially in the area of work zone safety and "Struck By" hazards.

3M agrees to all of the provisions of the original Alliance signed on April 16, 2003.

    Overview:

    OSHA, SLCC/NECA, IBEW, and SELCAT work cooperatively to provide workers and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to electrical transmission and distribution equipment hazards.

    • SELCAT has continued its effort to development of training and education programs for employees focusing on safety and health issues related to the electrical utility industry. A detailed list of the training courses conducted and the number of personnel trained are provided in the tables below. Course topics included grounding, OSHA 10-hour training course, supervisory training, OSHA Power Transmission and Distribution Standard and others. However, these tables only reflect the personnel trained by SELCAT.

    • In 2008 the group continued to effectively promote the near-miss reporting system. This system enables participating employers and workers to share injury data and near-miss information, in an attempt to prevent the reoccurrence of a similar incident. The system is available to employees and member companies on the chapter Website.
       
    • In 2008 the group continued to effectively promote the best practices. This system enables participating employers and workers to share best practices.
       
    • During this period, the group continued to publish and distribute the Safety Alliance Update Quarterly Newsletter. The Safety Alliance Update Quarterly Newsletter reaches over 2,000 employees and companies.
       
    Promoting the National Dialogue on Workplace Safety and Health

    • During this period, the MYR Group, an Alliance participant, received a VPP onsite evaluation for participation in the VPP Mobile Worksite Program. The onsite evaluation was conducted April 30 through May 1, 2008. The MYR Group was formally approved for participation in VPP In September 2008.
