Under the Occupational Safety and Health Act of 1970, 29 U.S.C. § 651 et seq. (the OSH Act), OSHA’s statutory mission is to ensure safe and healthful working conditions for workers by setting and enforcing standards and by providing training, outreach, education, and assistance.
Under the OSH Act, employers have the responsibility to provide a safe and healthy workplace and must take steps to address occupational safety and health hazards.
OSHA requirements are set by statute, standards and regulations. Our interpretation letters explain these requirements and how they apply to particular circumstances, but they cannot create additional employer obligations. This letter constitutes OSHA's interpretation of the requirements discussed. Note that our enforcement guidance may be affected by changes to OSHA rules.
