Abstract:

OSHA proposes to amend its existing regulation for occupational exposure to cadmium in the general, construction, agriculture and maritime industries. Information gathered in this rulemaking demonstrates that employees chronically exposed to levels of cadmium well below the permissible exposure limits are at increased risk of developing kidney dysfunction and cancer. This notice proposes two 8- hour time-weighted average permissible exposure limits (TWA PEL) of 5 and 1 micrograms of cadmium per cubic meter of air as alternatives for all cadmium compounds.

On 7/12/90, OSHA issued a Notice of Proposed Rulemaking on Occupant Protection in Motor Vehicles (55 FR 28728) and tentatively scheduled an informal public hearing for 1/8/91, in Washington, DC. This document announces the convening of that hearing and schedules a second one to be held in Chicago on 2/5/91. This document also corrects and extends to 12/14/90, the period for submission of written comments, and notices of intention to appear at the hearings. Hearings begin at 10:00 a.m. on the stated days.

OSHA is proposing a generic, performance-oriented regulation addressing the protection of employee occupants of motor vehicles to ensure the safe use of all classes of motor vehicles on the job. For motor vehicles that are equipped with safety belts or that are required by Federal regulation to have occupant safety belts installed, the proposed rule would mandate that employers require that each employee wear the safety belt when operating or riding in such motor vehicles for official business.

OSHA proposed on June 12, 1992, at 57 FR 26002, to issue more protective exposure limits for 376 toxic substances for employees in the construction, maritime and agriculture industries. A comment period and hearings were scheduled. this proposal followed a similar final rule for air contaminants in general industry issued January 19, 1989, at 54 FR 2332. The Air Contaminant proposal for construction, maritime and agriculture is similar in approach to the general industry rule.
