A. Purpose. This instruction establishes policies and provides clarification to ensure uniform enforcement of the Lift- Slab Construction Operations Standard.
OSHA requirements are set by statute, standards and regulations. Our interpretation letters explain these requirements and how they apply to particular circumstances, but they cannot create additional employer obligations. This letter constitutes OSHA's interpretation of the requirements discussed. Note that our enforcement guidance may be affected by changes to OSHA rules. This is in response to your letter of August 23 requesting information on the Occupational Safety and Health Administration's (OSHA) requirements addressing lift-slab bridge construction. We apologize for the delay in responding to your inquiry.
This rule revises OSHA''s Safety Standards for Lift Slab Construction Operations. This rulemaking updates specific requirements for lift-slab construction operations that were incorporated by reference in the existing ANSI standard (A10.9-1970), and adds new requirements to provide additional protection for workers engaged in lift-slab construction operations.
Abstract: Extension of comment period and connection of proposed rule for concrete and masonry construction that was published in 50 FR 373543, dated 9/16/85. Comments deadline: December 16, 1985.
Abstract: Schedules an informal public hearing on the proposed revised standard on Concrete and Masonry Construction (50 FR 37543, September 16, 1985). 1926.707(a)(1) is a new regulation which requires that masonry walls be laterally supported to resist horizontal forces where such walls are incapable of withstanding the forces that will be applied to them. Notices of intention to appear to give oral testimony at the informal public hearing must be postmarked by May 6, 1986.
Abstract: Announces changes in the starting date of public hearing, the location of the hearing, the date for submission of comments, notices of intention to appear, and other documentary evidence on the proposed revision of the safety standards for Concrete and Masonry Construction (51 FR 11945, April 8, 1986) due to schedule conflicts of several witnesses. Notices of intention to appear to give oral testimony at the informal public hearing must be postmarked by May 20, 1986.
Abstract: Notice extending until December 14, 1988 the time in which comments and requests for a hearing may be submitted concerning the notice of proposed rulemaking which OSHA issued in FR:35972, September 15, 1988.
Abstract: This notice announces that OSHA is reproposing its Construction Safety Standards for Lift-Slab Operations. Specific requirements for lift-slab operations were orginally proposed for revision as part of the Notice of Proposed Rulemaking (NPRM) for Concrete and Masonry Construction. The purpose of the reproposal is to update the specific lift-slab requirements which have been incorporated by reference from the ANSI A10.9-1970 "Safety Requirements for Concrete Construction and Masonry Work".
