Notice of reopening of the lead rulemaking rule regarding the
feasibility of meeting the permissible exposure level (PEL)
specified in the lead standard, 1910.1025(3)(1), through engineering
and work practice controls in nine remand industry sectors.

Abstract:
This notice provides the time, date, specific location of the
hearing, and the name and address of the Administrative Law Judge
presiding on Interstate Lead Company, Inc.'s application for an
extension of its temporary variance from the final medical removal
trigger level under the Standard for Occupational Exposure to Lead
[1910.1025(k)(1)(i)(D)] which was originally announced in the August
14, 1987 Federal Register Notice (52 FR 30463). The hearing will
begin at 9:30 a.m.

Abstract:
This notice cancels the hearing scheduled for Sanders Lead Company,
Inc. on January 12, 1988 in Montgomery, Alabama. Sanders Lead
Company, Inc. had requested an extension of its temporary variance
from the final medical removal trigger under the standard for lead,
1910.1025(k) (1)(i)(D). On August 14, 1987 [52 FR 30468] OSHA
announced that a hearing would be held on its application for an
extension.

Abstract:
Notice is hereby given that the Doe Run Company, 7733 Forsyth
Boulevard, Clayton, Missouri 63105, has made an application for a
permanent variance from the provision in the lead standard [29 CFR
1910. 1025(f)(2), Table II] limiting the use of half-mask,
air-purifying respirators equipped with high efficiency filters, to
areas where the lead concentration in air is not in excess of 500
micrograms per cubic meter of air.

Abstract:
This notice extends to May 23, 1988, the public comment period in
the current rulemaking on the OSHA lead standard. On April 7, 1988,
OSHA reopened the record to receive comments on a final set of
documents OSHA placed into the docket concerning the feasibility of
meeting the permissible exposure limit specified in the lead
standard through engineering and work practice controls in nine
remand industry sectors.

This statement of reasons sets forth OSHA''s determination that, at an engineering control level of 50 ug/m(3) for large foundries (20 or more employees) and 75 ug/m(3) for small foundries (fewer than 20 employees), OSHA''s standard for occupational exposure to airborne lead is economically feasible for nonferrous foundries. The determination is made in response to a court order remanding the record to OSHA to reconsider the economic feasibility for this industry sector.
