AGREEMENT
ESTABLISHING AN ALLIANCE
BETWEEN
Denver and Englewood Area Offices of
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
THE AMERICAN SOCIETY OF SAFETY PROFESSIONALS
Colorado and Rocky Mountain Chapters

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Denver and Englewood Area Offices and the American Society of Safety Professionals Colorado and Rocky Mountain Chapters (ASSP) recognize the value of establishing a collaborative relationship to foster safety and health practices and programs to improve American workplaces. To that end, OSHA and the ASSP hereby form an Alliance to provide ASSP members and the public with information, guidance, and access to training resources that will help them protect workers by reducing and preventing exposure to prevalent safety hazards in the general and construction industries and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants also agree to meet the requirements for program participation laid out in the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants: Alliance Products and Other Alliance Projects."

Through the Alliance, the organizations will use available injury, illness, and hazard exposure data, when appropriate, to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options, including but not limited to member surveys, to evaluate the Alliance and measure the impact on improving workplace safety and health. In developing this Alliance, OSHA and ASSP recognize that OSHA's State Plan and On-Site Consultation Program partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness: Outreach and Communication

The Participants intend to work together to achieve the following objective(s):

  • Share information on OSHA's National Initiatives (Emphasis Programs, Regulatory Agenda, Outreach), and opportunities to participate in initiatives and the rulemaking process.

  • Share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

  • Develop information on the recognition and prevention of workplace hazards, and communicate such information (e.g., print and electronic media, electronic assistance tools, and OSHA and the ASSPs websites) to employers and workers.

  • Speak, exhibit, or appear at OSHA and ASSPs conferences, local meetings, or other outreach and training activities throughout Colorado. OSHA will provide updates at least quarterly at Chapter meetings.

  • Convene or participate in forums, roundtable discussions, or stakeholder meetings to help forge innovative solutions in the workplace or to provide input on safety and health issues.

  • Share information among OSHA personnel and industry safety and health professionals regarding ASSPs training programs, workshops, seminars, and lectures (or any other applicable forum).

  • Encourage member employees to actively participate in their company safety programs and events including Safety and Health Stand Down events.

  • Collaborate with other Alliance participants on specific issues and projects on training programs, workshops, seminars, and lecture that include Diversity Equity, Inclusion and Accessibility (DEIA), and mental health. Participate in and share information about regional safety stand-downs, that are addressed and developed through the alliance.

  • Encourage ASSPs to build relationships with OSHA's Regional and Area Offices to address health and safety issues, including warehousing hazards trending in Colorado.

Training and Education

The Participants intend to work together to achieve the following objectives:

  • Develop effective training and education programs for ASSPs members to share information, guidance, and access to training resources that address occupational hazards and the responsibilities of employers under the Occupational Safety and Health Act, and to communicate such information to constituent employers and workers.

  • Develop effective training and education programs for ASSPs members to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers. Ensure training materials/programs are made available in appropriate languages and formats to equitably meet the needs of their target audiences.

  • Deliver or arrange for the delivery of health and safety training to targeted industries in support of OSHA's National/Regional/Local Emphasis Programs.

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's initiatives, outreach, communication, training, and education. These Alliances have proven to be valuable tools for both OSHA and Alliance participants. By entering into an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that organization's products or services.

An implementation team made up of representatives of each organization will meet one to two times per year to discuss the responsibilities of the participants, to share information on activities, and to track results in achieving the goals of the Alliance. OSHA team members will include representatives of the Denver and Englewood Area offices and any other appropriate offices.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of signatories.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Billings Area Office and the Marsh McLennan Agency Northwest Region (MMA NWR) recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and MMA NWR hereby form an Alliance to provide the over 10,000 MMA NWR clients and others with information, guidance, and access to training resources that will help them protect the health and safety of workers. Alliance participants will focus on reducing and preventing exposure to the hazards associated with various industries and tribal entities, including host/temporary workers, health care, transportation, construction, warehousing, agriculture, and education. Alliance activities will also help employees understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

This agreement provides a framework and identifies objectives for the Alliance's activities. Alliance participants agree that activities associated with this Alliance will meet the "Fundamental Requirements for OSHA Alliance Program Participants" and the "Guidelines for OSHA's Alliance Program Participants:  Alliance Products and Other Alliance Projects."

Through the Alliance, the organizations will use relevant injury, illness, and hazard exposure data when appropriate to help identify areas of emphasis for Alliance awareness, outreach, and communication activities.   • Develop information on the recognition and prevention of workplace hazards and identify and implement ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the MMA NWR's websites) to employers and workers in the industry.
  • Speak, exhibit, or appear at OSHA's or MMA NWR's conferences, local meetings, or other National Safety Stand-Down events such as the Stand Up for Grain Safety initiative.
Training and Education

The Participants intend to work together to achieve the following training and education objectives for MMA NWR Employees, who may disseminate and share the information. with their stakeholders:

  • Develop effective training and education programs to address common workplace hazards associated with the health care, transportation, construction, warehousing, agriculture, and education industries.
  • Develop effective training and education programs for MMA NWR's 750 employees regarding the recognition and prevention of workplace hazards associated with the industries with whom MMA NWR does business.

OSHA's Alliances provide organizations an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proven to be valuable tools for both OSHA and its Alliance participants. By entering an Alliance with an organization, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a work plan, determine working procedures, and identify the roles and responsibilities of the participants. In addition, the implementation team will meet at least two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Billings Area Office and any other appropriate offices. OSHA will encourage the Montana Department of Labor and Industry to participate on the team as well.

This agreement will be in effect from November 2023, through November of 2025. Either signatory may terminate it for any reason at any time, provided they give 30 days' written notice. This agreement may be modified at any time with the written concurrence of both signatories.
