      To provide outreach to Mexican Nationals in Central Texas of their rights under OSHA and to foster cooperation and to further the dialogue on safety and health.

    Alliance meetings (in person or by phone) were held on July 27, 2017, April 17, 2017, and August 3, 2017.

  3. Activities, Events and Products

    Alliance Activity

    • Training and Education: A training session was also provided to Consulate staff on OSHA complaint intake during Labor Rights Week 2016 and again in 2017.
    • Outreach and Communication: OSHA participated in exhibit table events at the Mexican Consulate to distribute worker's rights information to Mexican Nationals visiting the Consulate. OSHA, the Mexican Consulate, and another alliance partner, the Workers Defense Project, have joined together to assist Mexican workers needing assistance with unsafe jobsite conditions, and injured workers whose employers refuse to pay for their medical bills. One of the main outreach events planned with the Consulate is Labor Rights Week.
    • Promoting the National Dialogue on Safety and Health: OSHA added the Consulate contacts to her email distribution lists on free and low cost safety classes, and other local safety events.

    Alliance Products

    • Training and Education: OSHA has provided approximately 600 pamphlets for Labor Rights Week distribution bags that were handed out at ten events during Labor Rights Week. The Consulate also retained some All About OSHA pamphlets for distribution at the Consulate. Approximately 300 Hispanic workers were reached through exhibit tables at the Consulate.
    • Outreach and Communication: Labor Rights Week events were spearheaded by the Consulate. Participants included governmental and nonprofit organizations, with three additional groups participating this year over last year's events. There were a total number of eight events in 2016, and six took place in 2017. More events were planned for Labor Rights Week 2017, but were impacted by Hurricane Harvey, that resulted in cancellation of two events. The groups participating in Labor Rights Week included Wage & Hour, Texas Rio Grande Legal Aid, Catholic Charities, Equal Justice Center, Austin Police Department, Refugee Services of Texas, EEOC, the Office of Injured Employee Counsel, in addition to the Consulate and OSHA. A total of 600 bags of information were distributed at events across Austin, containing information on labor rights, legal rights, and human trafficking. The events during Labor Rights Week included distribution of informational bags at the Consulate, and a phone bank on worker rights was held at local Spanish TV station Univision in Austin to do intake on various worker's rights issues such as wage theft and discrimination. OSHA, EEOC, and Refugee Services of Texas also provided training to all the groups participating in Labor Rights Week on the information needed to make a referral to OSHA and EEOC.
    • Promoting the National Dialogue on Safety and Health: The alliance has opened the door of communication with immigrant Spanish workers in the Austin and nationally, so that they can exercise their right to a safe and healthy workplace.
  4. Results

    The alliance has raised the Agency's profile with hard to reach immigrant Spanish speaking workers in the Austin area through a multi-pronged approach.

  5. Upcoming Milestones

    The alliance provides a conduit for Hispanic workers to exercise their OSHA workplace rights. The OSHA CAS has been the main contact for questions from Consular staff. The alliance was renewed on August 25, 2017 for another 2 years.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA), The Oklahoma Department of Labor (ODOL), OSHA Consultation Division, and The Oklahoma Municipal Contractors Association (OMCA) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and OMCA hereby renew the Alliance signed March 30, 2016, with a continued emphasis on providing OMCA members and others information, guidance, and access to training resources that will help them protect the health and safety of workers. Through this Alliance, the organizations will continue to focus on reducing and preventing exposure to excavation hazards, struck-by and crushed by-hazards, exposure to silica, confined space hazards, heat and cold related illnesses, and other issues, as well as promote an understanding of the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants will summarize specific activities and timeframes for completion in a written work plan.

Through the Alliance, the organizations will use relevant injury, illness and hazard exposure data when appropriate to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers. In renewing this Alliance, OSHA and OMCA recognize that OSHA's On-site Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following objectives related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • To share information on OSHA's National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on excavation safety and confined spaces in construction to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • To encourage worker participation in workplace safety and health by attending training sessions.

Training and Education

The Participants intend to work together to achieve the following training and education objectives:

  • To develop effective training and education programs for workers, supervisors, and administrators to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • To deliver or arrange for the delivery of the following courses: Trenching and Excavation Safety including Competent Persons training, Silica dust, Confined Space including Competent Person training, Hot & Cold Weather Exposure Safety, Crushing Hazards (Industrial/Plant Sites), Fire Extinguishers/Fire Safety, CPR (Instructor), and Hazard Communications (Supervisor/Administrator Training) courses.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication objectives:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the OMCA's Web site) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA's or OMCA's conferences, local meetings, or other construction industry events.
  • To share information among OSHA personnel and industry safety and health professionals regarding construction industry good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.
  • To work with other Alliance participants on specific issues and projects on construction safety that are addressed and developed through the Alliance Program.
  • To develop and disseminate case studies on OSHA construction regulations, inspections, accidents and fatalities and publicize their results.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a work plan, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the OSHA Oklahoma City Area Office and the Oklahoma Department of Labor OSHA Consultation Division and any other appropriate offices. OSHA will encourage OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for a period not to exceed three (3) years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

The Participants intend to work together to achieve the following outreach and communication objectives:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the MCEP's Web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA's Oil and Gas Conference, other professional conferences, local meetings, or other professional events.

      Positively impact the safety and health of employees in the Permian Basin engaged in the business of oil and natural gas exploration and production. The PBSTEPS Network meetings provide employers/employees information, guidance and access to training resources enabling them to provide their employees knowledge of OSHA standards in construction and general industry as well as safety topics relevant to operations and personal health and safety. Additionally, meeting participants have an opportunity to share lessons learned and best practices with their peers at every meeting.

  3. Results

    The Permian Basin STEPS network continues to enjoy robust attendance. Companies involved sponsor the meetings and refreshments monthly. Involvement is the cornerstone on which the PB STEPS network was founded and each month people involve themselves in the business of keeping employees in the Permian Basin safe. The majority of attendees are safety personnel from various companies, and the information receive is then taken back to the employee population of each company. Meeting attendance at the Saulsbury Student Center on the campus of Odessa College during the current review period has remained consistent and has enabled Odessa College students the ability to obtain associates degrees in safety and attend local meetings.

  5. Upcoming Milestones

    • The Permian Basin STEPS Network continually strives to bring relevant information at its monthly meetings to assist and promote safe operations in the Permian Basin area of West Texas.
    • The network conducts a food drive every December meeting to benefit the West Texas Food Bank.
    • The network will continue to promote the "STOP THE HURT" campaign as long as interest remains. The campaign focuses on encouraging employees to stop work or call attention to dangerous situations not only at work but in the public arena as well, recognition of participants is conducted at the December STEPS meeting and winners, chosen by the STEPS Board of Directors are awarded cash prizes, donated by sponsoring companies. All participants turning a STOP the HURT form receive a token gift for participation.
    • When topics relevant to the community-at-large are presented at the STEPS meeting we invite the community to share in those opportunities.
    • This network looks forward to continuing their association with the El Paso Area Office and the Lubbock Area Office.

    The Permian STEPS network has, and will continue to partner with Odessa's Medical Center Hospital to bring relevant health topics to the meeting participants. Topics relevant to all members, and their families presented during the review period included; Colon Health, Diabetes, Injury Management, Sleep Disorders, Noise Induced Hearing Loss and Prevention, Heart Health and Overall Fitness goals.

    September 9, 2018 will mark the 10-year anniversary of the original alliance signed between OSHA and the Permian Basin STEPS Network. We would like to plan a significant anniversary celebration at the meeting to be held on September 11, 2018.

      OSHA, Oklahoma Department of Labor and Oklahoma Safety Council (OSC) formed an Alliance to provide OSC members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing exposure to occupational hazards, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). In developing this Alliance, OSHA and OSC recognize that OSHA, Oklahoma Department of Labor Consultation Services and Oklahoma Safety Council partners are an integral part of the OSHA national effort.

    Training May 10, 2018: National Stand Down to Prevent Falls in Construction at Oklahoma Safety Council, Oklahoma City - The Oklahoma Safety Council at Oklahoma City hosted a series of presentations for a group of 47 attendees from OSHA, general industry, oil and gas, and various educational institutions.

    David Bates, Oklahoma City Area Director, provided a presentation that provided an overview of fatal fall events, and included a discussion of fatalities from falls in Oklahoma in fiscal year 2018. The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Oklahoma City Area Office, Mid Continent Exploration and Production Safety Network (MCEPS) and Oklahoma Department of Labor/Consultation (ODOL/CON) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and MCEPS hereby renew the Alliance signed on September 9, 2007 and renewed October 21, 2010 with a continued emphasis on promoting worker awareness of industry-related hazards and solutions in the exploration and production of oil and gas. Specifically, OSHA, MCEPS and ODOL/CON are committed to improving worksite operations and reducing work-related injuries, and fatalities by providing members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address work-related injuries, and fatalities. In renewing this Alliance, OSHA and MCEPS and ODOL/CON recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goals related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • To share information on OSHA's National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on safety and health issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

To encourage worker participation in workplace safety and health by Alliance members incorporating such opportunities into company worksite safety and health management programs.

Training and Education

The Participants intend to work together to achieve the following training and education goals

  • To develop effective training and education programs for MCEPS monthly industry meetings regarding topics relevant to issues of current safety and health concern to the Oil and gas Industry, and to communicate such information to constituent employers and workers.
  • To develop effective training and education programs for Alliance members to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • To deliver or arrange for the delivery of training opportunities offered by industry recognized/accredited resources, organizations or providers such as ETC, IADC, PEC, OSHA, and OIPA.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the MCEPS, and ODOL/CON's Web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA's or Oil and gas Industry conferences, local meetings, or other events.
  • To share information among OSHA personnel and industry safety and health professionals regarding good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by MCEPS or Alliance members.
  • To work with other Alliance participants on specific issues and projects on the Oil and gas Industry that are addressed and developed through the Alliance Program.
  • To develop and disseminate case studies on accident investigations or near misses in the Oil and gas Industry and publicize their results.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Oklahoma City Area Office and any other appropriate offices. OSHA will encourage OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

      The Alliance between the Dallas and Fort Worth Area Offices of OSHA and the National Utility Contractor Association of Texas, Inc (NUCA) was directed towards collaboration in outreach efforts to reduce worker injuries, illnesses, and fatalities in the construction industry. NUCA has offered OSHA Representatives a platform during quarterly Safety Roundtable meetings that are for NUCA members to participate in workplace safety and health leadership awareness. Guest Speakers at the quarterly safety meetings provided information regarding worker rights, statistics, available resources and networking.

    Alliance Overview

    The Greater Baton Rouge Chapter of the American Society of Safety Engineers (ASSE) is a non-profit organization that was founded in September 1957. The current membership is comprised of over 250 safety professionals who represent employers from various industries such as construction, refinery, chemical, and governmental agencies.

    OSHA and Greater Baton Rouge Chapter ASSE set out to form an Alliance in order to provide Chapter members and others with information, guidance, and access to training resources that will help foster employee health and safety, particularly in reducing and preventing exposure including, but not limited to: fall hazards, trenching/excavations, combustible dusts, and struck-by hazards.

  3. Implementation Team Meetings

    The implementation team met three (3) times during the evaluation period to discuss the objectives and progress toward the goals set forth within the signed Alliance document. The implementation team also addressed attendees of the monthly general membership meetings that were held at various restaurants in the Greater Baton Rouge Area.

      The Chapter hosted an ASP/CSP certification workshop to benefit members as well as the general public.

      Monthly General Meetings include Guest Speakers who discussed topics concerning Health, Safety or Environmental issues and/or current events.
      Informative Emails and Safety Alerts are distributed to Chapter Membership, Guests and Professional Colleagues.
      The Chapter continues to participate in the Adopt-a-School program where volunteers visit local high schools to discuss and promote workplace safety. In addition, PPE is donated to schools from the members of the general membership.

    Promoting the National Dialogue on Workplace Safety and Health

    1. Events

      Members of the Greater Baton Rouge Chapter ASSE Executive Board and General Membership are members of several other Professional Association Safety Committees including but not limited to: Associated Builders and Contractors Pelican Chapter, Safety Council of Louisiana, Greater Baton Rouge Industry Alliance, ANSI/ASSE Z-59 Fall Protection Standard Advisory Committee, Southeastern Louisiana University’s Occupational Safety & Health Curriculum Advisory Steering Committee, and the National Petroleum & Refining Association National Safety Committee.

      Joint Membership meetings were also held with the American Industrial Hygiene Association and the Bayou Chapter ASSE.

  5. Results

    The Greater Baton Rouge Chapter ASSE Members now have access to a greater of amount of educational information and have been exposed the continued efforts of OSHA to reach at-risk industries by sharing current events, safety alerts and best practices.

    Because of the Greater Baton Rouge Chapter ASSE’s involvement with this Alliance, information was shared that brought the Chapter’s first ever sponsorship of the Louisiana Worker Memorial Day promulgated by Louisiana Governor, Bobby Jindal in 2009.

    The OSHA-BRAO Compliance Assistance Specialist (CAS) provided OSHA Update presentations and gave presentations at various member workplaces. At each month’s meeting, the CAS provided literature which included educational brochures, pamphlets and training materials. Topics provided but were not limited to: Process Safety Management, Emergency Preparedness, Pandemic Flu Preparedness, and Construction Safety.

  6. Upcoming Milestones

    During the upcoming year, OSHA and the Greater Baton Rouge Chapter ASSE will continue to work together through the Alliance to provide employers, employees, OSHA staff and the public with safety and health information. For example, during the ASSE's Regional PDC, to be held in Baton Rouge, March 25-26, 2010, the area office compliance assistance staff and area director will conduct presentations and provide conference participants with OSHA publications and Information of interest.

    In addition, the Alliance will work towards the establishment of a periodic newsletter for Louisiana outreach program participants and other concerned parties. The newsletter will include OSHA, industry and relevant information to serve employers and employees with the recognition and prevention of hazards within their workplaces.
