    An informal evaluation has determined the Alliance has been effective in increasing communication between parties and raising awareness of safety and health hazards.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) El Paso Area Office and Lubbock District Office and The Permian Basin Services, Transmission, Exploration and Production Safety Network (PBSTEPS) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and PBSTEPS hereby renew the Alliance signed September 9, 2008 with a continued emphasis on preventing and reducing exposure to hazards in the oil and gas industry. Specifically, both organization(s) are committed to providing PBSTEPS members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address fire/explosion, falls, struck-by, caught-by, and H2S and other hazards unique to the oil and gas industry. In renewing this Alliance, OSHA and PBSTEPS recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goals related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • To share information on OSHA's National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on safety and health in the oil and gas industry to help forge innovative solutions in the workplace or to provide input on safety and health issues.
  • To encourage worker participation in workplace safety and health by continuing to meet on a monthly basis and share best practices, discuss issues/near misses and continue to strive t make safety a big part of the culture in the oil and gas industry.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for all types of employers and employees engaged in the oil and gas industry regarding fires/explosions, electrical, struck-by, falls and caught-by hazards, and to communicate such information to constituent employers and workers.
  • To develop effective training and education programs for employers and employees engaged in all facets of the oil and gas industry to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • To deliver or arrange for the delivery of courses that strengthen the knowledge base for hazard recognition of employees to prevent accidents and deaths in the oil and gas industry.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the PBSTEPS Web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA's or PBSTEPS conferences, local meetings, or other industry specific events.
  • To share information among OSHA personnel and industry safety and health professionals regarding oil and gas industry good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.
  • To work with other Alliance participants on specific issues and projects on oil and gas industry that are addressed and developed through the Alliance Program.
  • To develop and disseminate case studies on inherent hazards to the oil and gas industry and publicize their results.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the El Paso Area Office and Lubbock District Office and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

GREATER BATON ROUGE CHAPTER


The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Baton Rouge Area Office and American Society of Safety Engineers (ASSE) Greater Baton Rouge Chapter continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and American Society of Safety Engineers (ASSE) Greater Baton Rouge Chapter hereby renew the Alliance signed December 19, 2008, with a continued emphasis on providing for those individuals seeking to increase their professional competency in safety and health with information, guidance, and access to training resources that will help them protect employees’ health and safety. Specifically, both organizations are committed to providing ASSE Greater Baton Rouge Chapter members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address hazards have contributed to a significant number of fatalities investigated by OSHA’s Baton Rouge Area Office within the past three fiscal years. In renewing this Alliance, OSHA and ASSE Greater Baton Rouge Chapter recognize that OSHA’s State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA’s Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goals related to raising awareness of OSHA’s rulemaking and enforcement initiatives:

  • To share information on OSHA’s National/Regional/Local Emphasis Programs, Regulatory Agenda, and opportunities to participate in the rulemaking process.
  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings to help forge innovative solutions in the workplace as well as to provide input on safety and health issues.
  • To encourage worker participation in workplace safety and health by organizing a forum aimed at worker outreach whereby ideas and information can be exchanged.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for workers of the Greater Baton Rouge ASSE to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA’s and the Greater Baton Rouge ASSE Web site to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA’s or Greater Baton Rouge ASSE conferences local monthly meetings.
  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA’s and the Greater Baton Rouge American Society of Safety Engineers Web site) to employers and employees.

OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party’s products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Baton Rouge Area Office and any other appropriate offices. OSHA will encourage State Plan States’ and OSHA On-site Consultation Projects’ participation on the team.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Corpus Christi Area Office and Rio Grande Valley Chapter - AGC recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and Rio Grande Valley Chapter - AGC hereby -renew the Alliance signed March 15 2017, with a continued emphasis providing Rio Grande Valley Chapter - AGC members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing exposure to falls, electrocution, struck-by, caught-in or between hazards and addressing construction and industrial contractor issues, and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

This agreement provides a framework and objectives for the Alliance's activities. Alliance participants will summarize specific activities and timeframes for completion in a written work plan.

Through the Alliance, the organizations will use relevant injury, illness and hazard exposure data when appropriate to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers. In - renewing this Alliance, OSHA and Rio Grande Valley Chapter - AGC recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

The Participants intend to work together to achieve the following training and education objectives:

  • To develop effective training and education programs for construction and industrial contractors regarding falls, electrocution, struck-by, caught-in or between, and to communicate such information to constituent employers and workers.
  • To develop effective training and education programs for construction and industrial contractors to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • To deliver or arrange for the delivery of the OSHA 10 hour class in English and Spanish.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication objectives:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the Rio Grande Valley Chapter - AGC's Web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA's or Rio Grande Valley Chapter - AGC conferences, local meetings, or other safety training events.
  • To share information among OSHA personnel and industry safety and health professionals regarding Rio Grande Valley Chapter - AGC good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Lubbock Area Office and The West Texas Safety Training Center continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and The West Texas Safety Training Center, hereby renew “in part” the Alliance signed April 23, 2007, revised on June 11, 2007, renewed August 27, 2009, December 14th, 2011, and January 8, 2014, with a continued emphasis on construction hazards and oil and gas industry safety and health. Specifically, OSHA and the West Texas Safety Training Centers are committed to providing West Texas Safety Training Center students of industry employers and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address hazards that are inherent to the oil and gas industry and the focus four hazards in construction.

This renewal agreement provides a framework and objectives for the Alliance’s activities. Alliance participants will summarize specific activities and timeframes for completion in a written work plan.

  • To develop effective training and education programs for oil and gas industry to promote understanding of workers’ rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • To deliver or arrange for the delivery of oil and gas specific and fundamental curriculum courses.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication objectives:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA’s and the West Texas Safety Training Center’s Web site) to employers and workers in the industry.
  • To invite, speak, exhibit, or appear at OSHA’s or West Texas Safety Training Center’s conferences, local meetings, or other community events.

    Alliance Activity

    • Training and Education: OSHA has provided WDP with 300 copies of OSHA publications for distribution in their construction safety orientation classes.
    • Outreach and Communication: OSHA participated in 12 monthly WDP in-take nights to provide Hispanic workers the opportunity to ask questions and file complaints with OSHA. WDP conducts intake nights to allow workers to make complaints about workplace safety issues and nonpayment of wages complaints. As a result of the intake nights, OSHA has received 12 worker complaints that were taken in person at intake nights, five complaints were emailed to the AAO CAS, two whistleblower complaints, and one labor trafficking complaint. OSHA fielded numerous safety and health questions from workers and WDP staff and volunteers.
    • Promoting the National Dialogue on Safety and Health: OSHA and WDP have worked to promote knowledge about worker rights in Central Texas through a wide range of events targeted to reach immigrant Spanish speaking workers. WDP has made twenty referrals on unsafe worksite conditions, most of which resulted in OSHA inspections that have protected workers from fall hazards in construction, amputations, and eye injuries due to PPE. These referrals were a direct result of the closer working relationship between OSHA and WDP.

    Alliance Products

    • Training and Education: OSHA has provided approximately 400 pamphlets for WDP construction safety orientations, and intake nights in the past year. WDP has developed an OSHA 10 hour and safety orientation training that covers fall protection and focus four hazards. OSHA has publicized these events to assist WDP in finding Spanish speaking attendees.
    • Outreach and Communication: WDP communicates with OSHA staff frequently to make referrals, make general safety & health inquiries, and to file complaints on behalf of Hispanic workers. OSHA has also received complaints during the intake nights. OSHA has put WDP in contact with free outreach events that WDP may wish to participate in. WDP and OSHA have worked with the Mexican Consulate to do joint network and conduct joint activities to reach out to immigrant workers, particularly on events such as Workers Memorial Day, and Labor Rights Week.
    • Promoting the National Dialogue on Safety and Health: The alliance has opened the door of communication with immigrant Spanish workers in the Austin and nationally, so that they can exercise their right to a safe and healthy workplace.
  4. Results

    The alliance has raised the Agency's profile with hard to reach immigrant Spanish speaking workers in the Austin area through a multi-pronged approach.

  5. Upcoming Milestones

    The alliance has impacted Hispanic construction workers by offering free OSHA 10 hour classes, fall protection, and focus four hazard training and through the development of targeted training materials in Spanish offered by WDP. The alliance provides a conduit for Hispanic workers to exercise their OSHA workplace rights. The OSHA CAS has been the main contact for questions from WDP staff. The alliance was renewed on August 28, 2018 for another 3 years.

      The Alliance was formed to establish a collaborative relationship between the Consulate of Mexico in Houston, OSHA Houston North Area Office (HNAO), and the OSHA Houston South Area Office (HSAO) to promote safety, health and environmental and inform workers in the Hispanic community of their workplace rights in the Houston area.

    Alliance members meet regularly quarterly to plan upcoming meetings and activities. The Alliance participants work with the Justice and Equality group to plan outreach activities and participate in Labor Rights Week.

    Training and Education

    • Compliance Assistance Specialist (CAS) Shelton provides OSHA update information during the bi-monthly Justice and Equality meetings.
    • OSHA information such as Spanish language safety training information in the Houston area, heat, flood, mold, and OSHA Zika virus information is forwarded to the Mexican Consulate.
    • Labor Rights Week which consists of multiple events at different forums was cancelled due to Hurricane Harvey.

    Outreach and Communication

    • CAS Shelton distributed worker rights information through the Mexican Consulate and other groups. A flyer on worker rights was developed with local contact information for distribution to workers and several hundred were provided to the Consulate for distribution.

    Promoting the National Dialogue on Workplace Safety and Health

    • The Mexican Consulate has been successful in maintaining the Justice and Equality group and facilitating OSHA outreach to the Hispanic community.
    • The Consulate of Mexican in Houston participates in the Annual Worker Memorial Vigil which is held each year.
  4. Results

    • The Alliance between the Consulate of Mexico in Houston and OSHA has allowed worker rights information to be distributed to several thousand Hispanic workers in the Greater Houston Area.
    • The Alliance and Justice and Equality group provides periodic meetings to discuss worker rights with various organizations that work in the Hispanic community.

    • 2008 - Installed new outdoor digital bill board/sign (Marquee) which communicates safety message at all times and advertises on-going safety courses

    • 2008 - Added "General Industry" New Hire Safety Orientations to orientation schedule. Now provide a total 11 "New Hire Safety Orientations" per week
    • August 8 & 9, 2008 Participated in Collaborative "Free OSHA 10-Hour and Construction Big Four Hazards" training between the Hispanic Contractors Association de Tejas; The Greater El Paso Chamber of Commerce; The Small Business Administration where approximately 200 participants completed the safety training in English/Spanish.

    • 2007/2008 - Continue to dialog with OSHA Education Centers in Region VI to try and expand safety training in English and Spanish for the El Paso, Far West Texas region.
