    Alliance Overview

    The Occupational Safety and Health Administration (OSHA) and Electric Power Associations of Mississippi (EPA of MS) Alliance is focused on reducing and preventing employee exposure to electrical power transmission and distribution equipment hazards.

    Events

    During this period of time, representatives from the OSHA Area Office in Jackson, MS, and the EPA of MS participated in the following education and training events for EPA of MS workers and others in the electrical power transmission and distribution industry:
    • OSHA supported the EPA of MS Underground Program by reviewing 29 CFR 1926.650 trenching and excavation standard. These courses were conducted on the following dates: 4/13/11; and 4/24/12.
    • OSHA supported the Alliance by reviewing the 29 CFR 1910.269 standard at courses conducted at the Holmes Community College Apprentice Electric Lineman School. These courses were conducted on the following dates: 11/2/10; 8/26/11; and 3/20/12.
    • OSHA supported the Alliance by reviewing the 29 CFR 1910.269 standard at courses conducted at the Mississippi Delta Community College Apprentice Lineman Program. These courses were conducted on the following dates: 9/9/10; 2/23/11; and 2/2/12.
    • OSHA supported the Alliance by reviewing the 29 CFR 1910.269 standard at a course conducted at the East Mississippi Community college Apprentice Electric Lineman School. The course was conducted on 9/27/11.
    • OSHA supported the Alliance by reviewing the 29 CFR 1910.269 standard at a course conducted at the Mississippi Gulf Coast Community College Apprentice Electric Lineman School. The course was conducted on 9/8/11.

    • OSHA attended the Full-Time Safety Coordinator Round Table Meeting in Ridgeland, MS, in support of the Alliance on the following dates: 4/5/11 and 4/3/12.
    • OSHA participated in the Arboriculture Seminar in Meridian, MS, in support of the Alliance on the following dates: 1/13-14/11 and 1/12-13/12.

The Occupational Safety and Health Administration (OSHA), Ft. Lauderdale Area Office and El Sol Jupiter's Neighborhood Resource Center recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and El Sol Jupiter's Neighborhood Resource Center hereby form an Alliance to provide information, guidance, and access to training resources that will help them protect employees' health and safety, particularly by reducing and preventing exposures to hazards in the construction industry. The Alliance participants will also work to increase the understanding of worker's rights and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). In developing this Alliance, OSHA and El Sol Jupiter's Neighborhood Resource Center recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort.

Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The Participants intend to work together to achieve the following goal related to raising awareness of OSHA's rulemaking and enforcement initiatives:

  • Convene or participate in forums, round table discussions, or stakeholder meetings on day laborers' issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

Training and Education

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for the El Sol Jupiter's Neighborhood Resource Center regarding hazards such as falls, heat-related illness, struck-by, chemicals and electrical safety hazards and to communicate such information to constituent employers and workers.
  • To deliver or arrange for the delivery of these courses to the El Sol Jupiter's Neighborhood Resource Center. The El Sol Jupiter's Neighborhood Resource Center will ensure that workers fully support these safety training courses.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, OSHA's and El Sol Jupiter's Neighborhood Resource Center's Web site) to employers and day laborers.
  • Effectively support El Sol Jupiter's Neighborhood Resource Center meetings, or other events and activities.
  • To share information among OSHA and El Sol Jupiter's Neighborhood Resource Center and other industry safety and health professionals regarding best practices or effective approaches for day laborer jobs and publicize results through outreach by El Sol and OSHA. Results may include various developed materials, training programs, workshops, seminars, lectures (or any other applicable forum).
  • Work with other Alliance participants on specific issues affecting day laborers that are addressed and developed through the Alliance Program.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proven to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the OSHA Tampa Area Office and any other appropriate offices. OSHA will encourage State Plan States' and OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for two years from the date of signing. Any signatory may terminate the agreement for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all other signatories.

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Birmingham Area Office, and the Associated Builders and Contractors, Inc. – North Alabama Chapter (hereinafter referred to collectively as the ABC – North AL Chapter Alliance) continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and the ABC – North AL Chapter Alliance hereby renew the Alliance signed August 20, 2014, with a continued emphasis on the construction industry. Through the Alliance, the organizations will use relevant injury, illness, and hazard exposure data when appropriate to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers. In renewing this Alliance, OSHA and the ABC – North AL Chapter Alliance participants recognize that OSHA’s State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each participating organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the Participants. In addition, they will meet at least two times per year to track and to share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Birmingham Area Office and any other appropriate offices. OSHA will encourage State Plan States’ and OSHA On-site Consultation Projects’ participation on the team.

This agreement will remain in effect for five years from the date of signing. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice to the other participants. This agreement may be modified at any time with the written concurrence of all signatories.

The Occupational Safety and Health Administration (OSHA), International Brotherhood of Electrical Workers (IBEW), Southeastern Line Constructors Apprenticeship and Training (SELCAT), and the Southeastern Line Constructors Chapter (SLCC)/ National Electrical Contractors Association (NECA) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA, SLCC/NECA, IBEW, and SELCAT hereby form an Alliance to provide IBEW, SELCAT, SLCC/NECA members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to electrical transmission and distribution equipment hazards.

OSHA, IBEW, SELCAT, and SLCC/NECA will work together to achieve the following training and education goals:

  • Training delivery will be accomplished by the IBEW, SELCAT, and SLCC/NECA. The Alliance participants will ensure that experienced workers, as well as apprentice linemen receive training.
     
  • Develop training and education programs for the participant’s employees that focus on safety and health issues related to the electrical utility industry. Safety and health programs will be developed under the broad categories of Hazard Recognition, Management Systems and Health Hazards.2
     
  • Develop workplace safety and health curricula focusing on the primary causes of fatal accidents in the electrical utility industry, including improper Personal Protective Equipment (PPE), failure to maintain a safe distance, and failure to utilize proper equipotential grounding techniques.

OSHA, IBEW, SELCAT, and SLCC/NECA will work together to achieve the following outreach and communication goals:

  • Develop and disseminate information through print and electronic media, including links from OSHA’s and IBEW, SELCAT, and SLCC/NECA Web sites.
     
  • Speak, exhibit, or attend annual IBEW, SELCAT, and SLCC/NECA conferences, local labor meetings, training sessions, or other events.
     
  • IBEW, SELCAT, and SLCC/NECA will share industry safety and health-related best practices, as jointly determined by OSHA, IBEW, SELCAT, and SLCC/NECA, with OSHA personnel and industry safety and health professionals.
     
  • Promote and encourage IBEW, SELCAT, and SLCC/NECA members’ participation in the OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and SHARP. In addition, Alliance members will act as mentors to participating worksites that aspire to excellence in safety and health.

OSHA, IBEW, SELCAT, and SLCC/NECA will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:

  • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever IBEW, SELCAT, and SLCC/NECA leaders address groups.
     
  • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.
     
  • Convene or participate in forums, round table discussions, or stakeholder meetings to discuss subjects such as, electrical injury and illnesses and common safety hazards in order to help forge innovative solutions to electrical safety problems in the workplace or to provide input on safety and health issues.

OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants.     • On June 14, 2013, the compliance assistance specialist (CAS) from the OSHA Atlanta-West Area Office supported an outreach event conducted by the Consulate General of El Salvador in Atlanta, GA. OSHA outreach material, printed in Spanish, was distributed to the group. The CAS also explained worker's safety and health rights in the United States. Approximately 100 member of the El Salvadoran community living in metro Atlanta, GA, were in attendance at the event.
    • On July 1, 2013, the compliance assistance specialist (CAS) from the OSHA Atlanta-West Area Office attended the Consular and Trade event. During the event, the CAS met with the Consulate General of El Salvador in Atlanta, GA, and distributed a wide range of OSHA outreach material. Approximately 94 consular and trade officials, representing 75 countries attended the event.

    • On August 3, 2011, beginning at 7 am approximately 12,000 construction jobsite employees on more than 250 jobsites across Georgia ceased work to participate in Georgia Branch, AGC's Safety Stand Down. During the safety stand down, construction sites across Georgia were encouraged to stop work and conduct an hour long safety training presentation focusing on heat illness, which was developed with the full support of OSHA.     • On November 7 – 11, 2011, the Alliance group coordinated a state-wide safety stand down. The goal of this event was to raise awareness of careers in construction, engineering, architecture, transportation, and energy. The event represented a cooperative effort by private companies, trade associations, universities, and government agencies.
         
        • Total conference participation was 6,685, which includes 5,000 students and 335 company volunteers. A total of 225 schools participated in the CareerExpo.
    • Lamar Outdoor Advertising continued to support the Alliance by posting a safety message on billboards in Atlanta, Brunswick, as well as Augusta, Georgia. The message promotes the new state law, which bans texting and driving (message: R-U-In-text-i-Cated).

  • Elaborar programas de capacitación y educación para los empleadores y los trabajadores mexicanos en Miami, Florida y la jurisdicción de los Participantes sobre la seguridad y la salud en el lugar de trabajo.
  • Elaborar programas de capacitación y educación para los empleadores y los trabajadores mexicanos en Miami, Florida y la jurisdicción de los Participantes a fin de promover el entendimiento de los derechos de los trabajadores y las responsabilidades de los empleadores al amparo del OSH Act, incluyendo el uso del procedimiento de quejas de OSHA.

Difusión y Comunicación

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos de difusión y comunicación:

  • Elaborar información sobre el reconocimiento y la prevención de riesgos en el lugar de trabajo, y formular mecanismos para comunicar dicha información (por ejemplo, por medios impresos y electrónicos, herramientas de asistencia electrónica y enlaces al sitio Web de la OSHA desde el sitio Web del Consulado), a los nacionales mexicanos que trabajan en Miami, Florida y la jurisdicción de los Participantes y a sus empleadores.
  • Dar discursos, realizar exposiciones o presentarse en las conferencias, reuniones locales u otros eventos de los Participantes.
  • Participar en las actividades y los eventos del “Consulado Móvil”.

Promoción de un Diálogo Nacional

Los Participantes tienen la intención de trabajar conjuntamente para lograr los siguientes objetivos relacionados con la promoción de un diálogo conjunto sobre la seguridad y la salud en el lugar de trabajo:

  • Dar a conocer y demostrar el compromiso con la seguridad y la salud en el lugar de trabajo y los derechos de los trabajadores siempre que los funcionarios principales de los Participantes se dirijan al público.
  • Convocar o participar en foros, debates en mesas redondas o reuniones de interesados principales sobre cuestiones que afectan a los nacionales mexicanos que trabajan en Miami, Florida y la jurisdicción de los Participantes para ayudar a forjar soluciones innovadoras sobre cuestiones relativas a la seguridad y la salud en el lugar de trabajo, y el entendimiento los derechos de los trabajadores y las responsabilidades de los empleadores al amparo del OSH Act.

Un grupo de implementación, integrado por representantes de cada Participante, tiene la intención de reunirse para elaborar un plan de acción, determinar los procedimientos de trabajo y establecer las funciones y responsabilidades de los Participantes. Además, los Participantes tienen el propósito de reunirse por lo menos tres veces al año con fines de seguimiento e intercambio de información sobre las actividades y los resultados en torno al logro de los objetivos de la Alianza.

Nada de lo dispuesto en el presente Arreglo compromete a los Participantes a erogar recursos.

Este Arreglo puede iniciarse una vez firmado por los dos Participantes. El presente Arreglo puede durar dos (2) años a partir de la fecha de su firma. El Participante que tenga la intención de dar por terminado el presente Arreglo procurará notificar por escrito al respecto con treinta (30) días de antelación. El presente Arreglo podrá modificarse por escrito en cualquier momento mediante el consentimiento mutuo de los Participantes.

    3. Overview

      The Occupational Safety and Health Administration (OSHA) and the Consul General of El Salvador in Atlanta formed an Alliance to provide Salvadoran Nationals throughout the southeast with information, guidance, and access to training resources that will help them protect employees' health and safety and allow them to exercise their rights fully.

    • Continue to support the safety and health outreach events scheduled for the 2017 Labor Week and Occupational Health Week.
    • Support mobile consulate events conducted throughout Region IV by the Consulate General of El Salvador in Atlanta.
