Overview:

OSHA, SLCC/NECA, IBEW, and SELCAT work cooperatively to provide workers and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to electrical transmission and distribution equipment hazards.

II. Implementation Team Membership and Contributors:

Representatives from OSHA, SLCC/NECA, IBEW, and SELCAT conducted all of the required quarterly meeting October 21, 2004; January 25, 2005; April 26, 2005; and July 19, 2005.

III. Events and Products

Training and Education

Events


The development of training and education programs for employees focusing on safety and health issues related to the electrical utility industry is one of the goals of this agreement. The following training courses were developed or enhanced during this period:

  • Informational Program
  • Online curriculum or Refresher courses
  • Lineman Supervision class TTT
  • NJATC Grounding Course for non-members
  • During this period approximately 320 Apprentices, 10 Foreman, and 25 Supervisors received training focused on safety and health through SELCAT
  • Three Hundred (300) supervisory employees, including Foreman, received Safety Leadership training in the jurisdiction.
  •  Approximately 500 workers received industry related training during this period.

Outreach and Communication

Events

  • On August 25 – 27, 2005, the IBEW Fifth District Progress Meeting was conducted in Birmingham, Alabama. The meeting was attended by the Regional Labor Liaison and the Birmingham Area Office – CAS. As part of the outreach efforts of the alliance material was distributed at the information table promoting the agreement. Approximately 250 local IBEW representatives, delegates and guest attended the progress meeting.
  • SELCAT, SLCC, and NECA representatives also participated in the August 25 – 27, 2005, the IBEW Fifth District Progress Meeting.
  • Alliance participants have promoted safety and health by disseminating safety and health material developed by OSHA Region IV, such as the Toolbox Review Booklet, Photo Archive CD, Stuck by CD and the Hurricane Response Factsheets.

Products

  • Developed a system and report to enable participating employers and workers to share injury data and near-miss information, to prevent the reoccurrence of a similar incident
  • Developed a system and report to enable participating employers and workers to best practices

    Overview:

    The Occupational Safety and Health Administration (OSHA), the Georgia Local Section - American Industrial Hygiene Association (GLS-AIHA), the Georgia Chapter - American Society of Safety Engineers (GA-ASSE), the Construction Education Foundation of Georgia (CEFGA), the Georgia Department of Education (GA DOE), and the Georgia Tech Research Institute’s Occupational Safety and Health Division (GTRI) formed an Alliance focused on providing career/technical educators, students and others with information, guidance and training resources to protect the safety and health of career/technical students.

  2. Implementation Team Memberships and Contributors

    The implementation team included representatives from all of the Alliance participants, as well as the US DOL - Wage and Hour Division (WHD). Implementation team meetings were conducted as scheduled on the following dates: 7/16/2012; 8/13/2012; 9/25/2012; 1/29/2013; and 2/21/2013.

    • On July 19, 2012, members of the Alliance group conducted safety and health training sessions for instructors at Georgia Tech in Atlanta, Georgia.

    • In September 2012, the CEFGA conducted an OSHA 10-hour construction safety and health training course for career technology instructors.

    • On September 10 through 13, 2012, members of the Alliance group conducted an OSHA 10-hour construction safety and health training course for career technology students enrolled at Maxwell High School in Gwinnett County, Georgia.

    • On September 19 through 20, 2012, the CEFGA conducted an OSHA 10-hour construction safety and health training course for career technology instructors.

    • On September 20, 2012, members of the Alliance group, through the Center for Young Worker Safety and Health at GTRI, conducted a young worker safety and health training session for students enrolled in the Cosmetology Program at North Murray High School in Chatsworth, Georgia.

    Outreach and Communication

    Events

    • On March 21 - 22, 2013, the Alliance group supported the CEFGA CareerExpo at the Georgia International Convention Center (GICC). This event includes exhibitors, demonstrations and hands-on activities. The Expo was conducted in conjunction with the Georgia SkillsUSA competitions. The goal of this event was to raise awareness of careers in construction, engineering, architecture, transportation, and energy. The event represented a cooperative effort by private companies, trade associations, universities, and government agencies.

      • Total conference participation was 6,266, which included 4,651 students and 347 company volunteers. A total of 237 schools participated in the CareerExpo.

      • Exhibit booths were staffed by OSHA, Georgia Tech Onsite Consultation Program, AIHA, ASSE and the US DOL - WHD, as well as Brasfield & Gorrie and Georgia Institute of Technology. The AIHA-Georgia Local Section (GLS) booth focused on preventing noise-induced hearing loss (among teen workers). Students were also provided with a down-load of the OSHA Heat Stress App. The GA-ASSE Chapter provided participants with gloves and hearing protection and discussed the importance of personal protective equipment.

      • Members of the Alliance group served as judges for the SkillsUSA state competition, including the Occupational Health and Safety contest.

    • During this period, members of the Georgia Youth Alliance also participated in the following career day events:

      • Redan High School in DeKalb County, Georgia (4/19/13)

      • Federal Executive Board (FEB), Federal Government Open House for High School students at the Carter Museum and Library in Atlanta, Georgia (4/22/13)

    • On March 22, 2013, representatives from the GACBP judged the SkillsUSA competition for Cosmetology. The events included the following: Cosmetology Competition, a Nail Competition and an Esthetic Competition. GACBP provided a total of 8 volunteers. After the competition ended, the GACBP volunteers assisted in compiling and tallying the votes, as well as preparing the packets that determined the winners.

    • On June 26 - 27, 2013, a representative from the GACBP attended the SkillsUSA National Competition in Kansas City, Missouri, as a Georgia Delegate.

    • On Tuesday, August 6, 2013, members of the Alliance group supported the OSHA Region IV - Fall Prevention Safety Stand-down event. In fact, the AGC Georgia played a significant role in coordinating the event. This event promoted OSHA's national fall prevention campaign. During the stand-down employers voluntarily stopped work from 7am to 8am and conducted safety training focused on the prevention of falls in the workplace. An estimated 1,104 employers and over 36,000 workers were impacted by the event region-wide.
    • On April 7 - 11, 2014, beginning at 7 am construction jobsites across Georgia were encouraged to ceased work and participate in a Safety Stand Down led by the AGC Georgia. Struck-by Alliance members promoted this stand-down through a variety of venues, as well as the organization's contact list. Additionally, training material for 2014 event was translated into Spanish for the employers. The success of the event is reflected in the table below:

    • On Tuesday, June 17, 2014, members of the Alliance group supported OSHA's national heat illness prevention campaign by conducting a safety stand-down. During the stand-down employers voluntarily stopped work from 7am to 8am and conducted safety training focused on the prevention of falls in the workplace. An estimated 19 companies, 155 jobsites and 10,769 workers were impacted by the event.

    • On March 13 - 14, 2014, the Alliance group supported the CEFGA CareerExpo at the Georgia International Convention Center (GICC), by working to provide a vehicle simulator for the event. The simulator was used to demonstrate the hazards of texting and driving to youth. This event includes exhibitors, demonstrations and hands-on activities. The Expo was conducted in conjunction with the Georgia SkillsUSA competitions. The Alliance group sponsored three vehicle simulators. The simulators were a big success and throughout the day we observed long lines of students waiting patiently to use the simulators.
      • Total conference participation was 7,212, which included 5,111 students, 963 educators and parents, as well as 1,138 industry volunteers.
    • During the week of June 2 - 6, 2014, several members of the Alliance group supported OSHA's National Fall Prevention Safety Stand-down event to raise awareness among employers and workers about the hazards of falls. Specific activities conducted by members of the Alliance group included the following:
      • Lamar Outdoor Advertising supported the nationwide campaign by donating the use of 50 billboards to promote the event, with an estimated 2.8 million views.
      • The AGC Georgia created a Web Page to promote the event to its members and others.

    The Struck-By Stand Down was a huge success with over 25,400 employees on 430 worksites from 60 companies participating. Jobsites were in the following states: Alabama, Florida, Georgia, Iowa, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, North Carolina, Pennsylvania, Tennessee, Texas, West Virginia, Wisconsin, Virginia and South Carolina. Previous Struck-by Stand-down had the following results:

    • 2013 – 21 Companies, 104 Worksites and 1,435 Workers
    • 2014 – 25 Companies, 500 Worksites and 17,000 Workers
    • 2015 – 25 Companies, 400 Worksites and 15,000 Workers

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA), represented by the Atlanta-East, Atlanta-West, and Savannah Area Offices and OSHA Sustainable Workforce Alliance continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA and OSHA Sustainable Workforce Alliance hereby renew “in part” the Alliance signed June 19, 2006 and renewed December 21, 2011 and September 22, 2014, with a continued emphasis on youth workers. Specifically, OSHA Sustainable Workforce Alliance is committed to providing members and others with information, guidance, and access to training resources that will help them protect the health and safety of youth workers and educators in career/technical education programs throughout Georgia. Through OSHA Sustainable Workforce Alliance members and others will continue to address the exposure of youth workers to prevalent hazards in the construction2 and general3 industries and provide them with an understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

This renewal agreement provides a framework and objectives for the Alliance’s activities. Alliance participants will summarize specific activities and timeframes for completion in a written work plan.

Through the Alliance, the organizations will use relevant injury, illness, and hazard exposure data when appropriate to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers. In renewing this Alliance, OSHA and OSHA Sustainable Workforce Alliance recognize that OSHA’s State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort, and that information about the products and activities of the Alliance may be shared with these partners for the advancement of common goals.

Training and Education

The Participants intend to work together to achieve the following training and education objectives:

  • To develop effective training and education programs for career/technical education students and educators regarding safety and health hazards in the workplace, as well as worker rights and employer responsibilities regarding prevalent hazards in the construction and general industries, and to communicate such information to career-technical students, educators and administrators.
  • To deliver or arrange for the delivery of safety and health training course focusing on construction and general industry courses.
Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication objectives:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA’s and the OSHA’s Sustainable Workforce Alliance Web sites) to employers and workers in the industry.
  • To speak, exhibit, or appear at OSHA’s or OSHA’s Sustainable Workforce Alliance conferences, local meetings, or other events, as well as the Associated General Contractors of Georgia - Adopt-a-School Program.
  • To share information among OSHA personnel and industry safety and health professionals regarding the OSHA Sustainable Workforce Alliance good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.
  • To work with other Alliance participants on specific issues and projects on the safety and health of youth workers that are addressed and developed through the Alliance Program.

OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA’s rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party’s products or services.

An implementation team made up of representatives of each organization will meet to develop a work plan, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Atlanta-East, Atlanta-West, and Savannah Area Offices, as well as the Atlanta regional Office and any other appropriate offices. OSHA will encourage State Plan States’ and OSHA On-site Consultation Projects’ participation on the team.

This agreement will remain in effect for five-years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of all signatories.

The Participants intend to work together to achieve the following training and education goals:

  • To develop effective training and education programs for the construction industry regarding fall protection, electrical hazards, struck-by and caught-in-between hazards and to communicate such information to constituent employers and workers.
  • To develop effective training and education programs for the construction industry to promote understanding of workers' rights, including the use of the OSHA complaint process, and the responsibilities of employers and to communicate such information to workers and employers.
  • To deliver or arrange for the delivery of fall protection, electrical hazards, struck-by and caught-in-between hazards courses.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and SAFE's Web sites) to employers and workers in the construction industry.
  • To speak, exhibit, or appear at OSHA's or SAFE's conferences, local meetings, or other co-sponsored events.
  • To share information among OSHA personnel and industry safety and health professionals regarding SAFE's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the Participants.
  • To work with other Alliance participants on specific issues and projects related to the construction industry that are addressed and developed through the Alliance Program.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services.

An implementation team made up of representatives of each organization will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least two times per year to track and share information on activities and results in achieving the goals of the Alliance. OSHA team members will include representatives of the Fort Lauderdale Area Office and any other appropriate offices. OSHA will encourage OSHA On-site Consultation Projects' participation on the team.

This agreement will remain in effect for five years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the written concurrence of both signatories.

Additionally, the group's goal is to develop and share information, guidance, as well as training resources.

OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
ATLANTA REGIONAL OFFICE,
AND

CONSULATE GENERAL OF EL SALVADOR IN ATLANTA, GEORGIA


The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Atlanta Regional Office and the Consulate General of El Salvador in Atlanta, Georgia, hereinafter referred to collectively as "the Participants";

Recognizing the joint commitment to protect workers' rights for El Salvadoran workers acknowledge in the Letter of Arrangement between the Occupational Safety and Health Administration of the United States of America and the Ministry of Foreign Affairs of El Salvador, signed at Washington, D.C., on August 29, 2011; and

Recognizing that OSHA's Alliance Program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a national dialogue on workplace safety and health;

Intend to form an Alliance to achieve the following:

Overall Objective

The Participants intend to establish a collaborative relationship to provide El Salvadoran Nationals in OSHA's Region IV information, guidance, and access to education and training resources to promote workers' rights in protecting their occupational safety and health, particularly with regards to preventing exposure to fall, amputation, and trenching and excavation dangers, as well as electrical hazards, and to help them understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).

Training and Education

The Participants intend to work together to achieve the following outreach and communication goals:

  • To develop training and education programs for El Salvadoran Nationals in OSHA's Region IV focused on the prevention of employee exposure to fall, amputation, and trenching and excavation dangers, as well as electrical hazards, and to impart such information to constituent employers and workers.
     
  • To develop training and education programs for El Salvadoran Nationals in OSHA's Region IV to promote understanding of workers' rights and responsibilities of employers under the OSH Act, including the use of the OSHA complaint process, and to impart such information to employers and workers.

Outreach and Communication

The Participants intend to work together to achieve the following outreach and communication goals:

  • To speak, exhibit, or appear at Participants' conferences, local meetings, or other events, such as Labor Rights Week.
     
  • To participate in "Mobile Consulate" activities and events.

Promotion of a National Dialogue

The Participants intend to work together to achieve the following goal related to promoting a national dialogue on workplace safety and health:

  • To share information on laws and standards, including those relating to workers' rights and responsibilities of employers of El Salvadoran Nationals throughout OSHA's Region IV.

An implementation team made up of representatives of each Participant intends to meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the Participants. In addition, the Participants intend to meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

Nothing in this Arrangement commits the Participants to the expenditure of any funds.

This Arrangement is intended to cease two years from the date of signing. A Participant should endeavor to provide 30 days advance written notice of its intent to discontinue its participation in this Arrangement. This Arrangement may be modified in writing at any time by mutual consent of the Participants.

    During this period, members of the SCPBC coordinated the following safety and health training courses for the Alliance group, as well as others:
    • On July 21, 2009, the group Alliance conducted a course entitled, "Getting Back to Business after the Storm."
    • On August 25, 2009, the Alliance group conducted a course entitled, "H1N1 Flu Prevention."
    • On October 27, 2009, the Alliance group conducted a course entitled, "H1N1 Flu Prevention."
    • On November 18, 2009, the Alliance group conducted a course focused on Safety and Health Systems.
    • On December 8, 2009, the Alliance group conducted a course focused on Lawn Maintenance Safety
    • On May 18, 2010, the Alliance group conducted a course focused on Warehouse Safety.
    • During this period the Alliance group also conducted a total of 30 classes addressing occupational safety and health requirements, such as forklift operator training, permit-required confined space, cardiopulmonary resuscitation (CPR) and First Aid.

    • The Weitz Company received an Excellence Award for Worker Safety.
