29 CFR 1926.451(f)(7):Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration:; Such activities were not performed only by experienced and trained employees selected for such work by the competent person. Jobsite: 2250 E Cambria St, Philadelphia, PA 19134 - On or about August 17, the employer did not ensure that the supported tubular welded frame scaffold was erected under the supervision of a competent person qualified in scaffold erection, thereby exposing employees to fall and electrical hazards: a) By not providing fall protection for employees conducting a brick face operation from the 5th and 6th levels of the scaffold, between approximately 26 feet and 33 feet 2 inches above the ground level, who were exposed to fall hazards. b) By not erecting the scaffold at least 10 feet away from an uninsulated 13.2kV primary overhead power line.
