Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being burned by steam and hot water (condensate) in the event of failure (rupture) of improperly installed expansion joints: Among other methods, one feasible and acceptable abatement method is to install expansion joints of adequate strength, pressure rating and temperature rating: a. TUNNEL BETWEEN BOND MILL AND CATALOG MILL - Three expansion joints in the condensate return line from the catalog mill were not installed and supported according to the manufac- turer's installation instructions.
