29 CFR 1926.454(a): The employer did not have each employee who performed work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. a) On or about September 10, 2019 and days prior, at the south side of the commercial building, for employees were working on a supported scaffold while plastering stucco on the exterior wall. Employees were exposed to fall and struck by hazards, in that, the scaffold system had deficiencies in the fall protection and was disassembled while workers where working from it on lower levels.
