29 CFR 1910.138(a): General requirements. Employers shall select and require employees to use appropriate hand protection when employees' hands are exposed to hazards such as those from skin absorption of harmful substances; severe cuts or lacerations; severe abrasions; punctures; chemical burns; thermal burns; and harmful temperature extremes. a. On or about October 9, 2019, the employer failed to select and require the use of appropriate hand protection for aircraft service employees against the thermal hazards related to oxygen fire and explosion risk related to transfilling oxygen cylinder tasks. Aircraft service employees utilized a compressed gas system that included a Futurecraft oxygen intensifier without PPE for protection against thermal hazards. On September 17, 2019, an employee suffered serious injuries that included burns, from an oxygen explosion/fire event related to required oxygen transfilling duties.
