29 CFR 1926.451(g)(4)(ii):The top edge height of guardrails were not between 36 inches (0.9 m) and 45 inches (1.2 m) above the platform surface: a. Site - Employees were exposed to falls of approximately 20 feet to the river below when the existing steel girders on the bridge were used as guardrails for open sides of the temporary elevated work platform and resulted in a top edge height of 28 inches.
