29 CFR 1918.98(a)(1): An employee other than one determined by the employer to be competent by reason of training or experience, and who understands the signs, notices, and operating instructions and is familiar with the signal code in use was permitted to operate a crane, winch, or other power-operated cargo handling apparatus, or any power-operated vehicle, or gave signals to the operator of any hoisting apparatus. a) On or about 08/30/2021, on the "Big Daddy" shrimp boat at the Trico Shrimp Company dock, an employee was exposed to a caught-in hazard while operating the capstan winch. The employee was not trained on the hazards of the rotating capstan winch.
