29 CFR 1926.451(f)(7): Scaffolds were not erected, moved, or altered, by trained and experienced employees selected by, and under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration. a) 2812 W. Master St., Philadelphia, PA 19121 - Fabricated frame scaffold approximately 34.5 feet high, 28 feet long and 5 feet wide was erected without supervision of a competent person in that the scaffold lacked: base plates, guard rails, was not fully decked on the working levels and was erected approximately 3 feet from an energized electrical primary powerline of 7,600 volts. This condition was observed on or about approximately November 20, 2019.
