29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means. a) Jobsite: 11601 Roosevelt Blvd, Philadelphia, Main Electric Substation - The employer permitted employees to collect scrap metal from a 13.2kv electrical cabinet without ensuring they were protected from electrical hazards by de-energizing and grounding the circuits, or by effectively guarding the circuits. Two employees attempting to cut out a bus bar from the electrical cabinet with a sawzall suffered facial burns from a resulting arc blast. Noted on or about 3/29/19.
