29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: Contractor personnel working on an oil/gas production platform and nearby barge were engaged in a well servicing pipe cleaning operation utilizing the contractor's proprietary chemical process to remove paraffin wax. The owner of the platform ('employer') did not establish and implement a written hazard communication program which describes how criteria for labels and other forms of warning, safety data sheets (SDS), and employee information and training will be met, including methods for recognition of hazards that have the potential to expose the employer's workers to chemicals associated with the contractor's cleaning operations.
