29 CFR 1910.178(o)(1): Only stable or safely arranged loads shall be handled. Caution shall be exercised when handling off-center loads which cannot be centered. At the establishment located at 1400 Plover Road, Plover, Wisconsin; the employer did not ensure that employees handled stable and safely arranged loads while handling dockboards. On or about August 23, 2024, an incident occurred in which an employee operating a Yale sit-down forklift (Model: GLC060VXNDSQ084, Serial: C910V02484N) to remove a Torbeck Dockboard (Model: 9298/72, Serial: 10966), lead to the dock board slipping off the forks and striking the employee. The dockboard was angled downward towards the railcar, and the forks equipped on the forklift did not allow the dockboard to be safely arranged and stable.
