29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person a) Jobsite, Canton Lateral Project: On or about August 4, 2015, employees were operating heavy earth-moving equipment along a steep graded slope ranging from 18 degrees to 26 degrees, and the company did not have a safety program requiring frequent and regular inspections to evaluate site conditions prior to the work activity commencing, exposing employees to equipment rollover hazards.
