Text For Citation: 01 Item/Group: 001A Hazard:
29 CFR 1910.269(a)(2)(ii)(E): The employer did not ensure that each employee had the required training to recognize electrical hazards to which the employee may be exposed and the skills and techniques necessary to control or avoid these hazards: a) On January 28, 2021 at near 2043 Co Rd 453, Kinston Alabama also known as Perry Store Community: The employer failed to ensure that employees had the required training to recognize electrical hazards they may be exposed to, in that they were not familiar with hazards associated with live line/barehand work on an open switch, on a power feed of 115kv, where they were connecting a temporary jumper. Employees were conducting live-line barehand electrical work when connecting a jumper onto the center/middle-phase between the southern and northern most sides when they encountered an electrical arc/current as they cut the jumper to length. Cutting the jumper to length severed the connection between the bucket and the northernmost center/middle-phase causing a difference in load potential between the bucket and the north side wire which was caused by the switch being opened and the cut which broke the load balance.
