Text For Citation: 01 Item/Group: 001 Hazard:
29 CFR 1910.106(h)(7)(i)(b): Class I liquids shall not be dispensed into containers unless the nozzle and container are electrically interconnected. Where the metallic floorplate on which the container stands while filling is electrically connected to the fill stem or where the fill stem is bonded to the container during filling operations by means of a bond wire, the provisions of this section shall be deemed to have been complied with. On or about August 24, 2012, the employer failed to ensure that a Class 1 flammable liquid being transferred into an intermediate bulk container (tote) was bonded and grounded. Two employees transferred 150 gallons of methanol from 5 gallon containers into a 330 gallon capacity intermediate bulk container using a Dwyer siphon drum pump.
