OSH ACT of 1970 Section (5)(a)(1): Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that an employee was assigned to re-thread the Line 9 Winder Machine without training as well as without the establishment of standard operating procedure for the task. (a) Production Work Area, Line 9 Winder Machine: On or about March 5, 2020, an employee attempted to re-thread a roll of plastic through the rollers of a Winder Machine and was injured. The employee had not been trained on the specific standard operating procedures. Filmtech Corp. was previously cited for a violation of a similar occupational safety and health standard, 29 CFR 1910.147(c)(4)(ii)(B), which was contained in OSHA inspection number 1154626, Citation Number 1, Item Number 1a and was affirmed as a final order on October 20, 2016, with respect to a workplace located at 2121 31st Street SW, Allentown, PA 18103.
