29 CFR 1910.1200(e)(2)(ii): The EMPLOYER'S hazard communication program did not include methods the employer will use to inform the other employer(s) of any precautionary measures that need to be taken to protect employees during the workplace's normal operations and in foreseeable emergencies: On or about April 24, 2019, in the facility, the hazard communication program used by the employer did not include precautionary measures to protect employees of other employers during the process of unloading of chemicals in the plant and exposing them to chemical hazard from a release.
