29 CFR 1926.850(a): An engineering survey was not performed by a competent person to determine the conditions of the framing floors and walls and the possibility of unplanned collapse of any portion of the structure prior to permitting employees to start demolition operations: a) CLDI Project, South Wall: On or about January 23, 2017 and at times prior, Fisher Construction as the exposing/controlling employer, did not ensure that their employees and employees of Western States Steel Erection Company LLC. were protected from struck by hazards while performing demolition work. The employer failed to conduct an adequate engineering survey to address all potential structural collapses prior to the start of the demolition, and as needed during the demolition process to address unforeseen conditions.
