29 CFR 1910.147(c)(4)(ii): The procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance, including but not limited to subparagraphs (A) through (D): On or about November 7, 2017, at the roll former line #5, the energy control procedure did not include specific procedural steps for the shutting down, isolating, blocking and securing of the roll form line, and did not include the use of a die block, exposing employees to being struck-by the die during unjamming at the TOG-LOC station.
